About this file

Summary

This is a final construction specification document for the BAND 266697 Underground Utilities Rehabilitation Project at Bandelier National Monument in Los Alamos, New Mexico. The project involves comprehensive replacement of underground utility systems across multiple developed areas including Mesa Top, Entrance Road, and Frijoles Canyon, as well as Los Alamos National Laboratory right-of-way. The work addresses deferred maintenance on 60+ year-old systems and includes replacement of potable water distribution mains and laterals, primary electrical distribution (transitioning from single-phase to three-phase service), fiber-optic network extension, natural gas distribution lines, sanitary sewer pipes and components, and remote monitoring systems. Key infrastructure deliverables include a new 24,000-gallon below-grade water storage tank at Entrance Road with an adjacent Canyon mechanical building, hydropneumatic pressure booster tanks at three comfort stations, new three-phase primary electrical service from Los Alamos National Lab, cellular modem and antenna systems for cloud-based remote monitoring, and complete roadway rehabilitation with asphalt pavement replacement and markings.

The contract is structured as a single prime contract with base contract line items (CLINs 0001-0006) covering the main park water system, Mesa housing and FOC water mains, primary electrical distribution, cellular network systems, rock excavation on a unit cost basis, and roadway work. Thirteen optional CLINs (A through M) address secondary systems including inter-connection infrastructure, Frijoles Canyon water and gas systems, wastewater systems, fiber-optic pathways, campground water lines, utility demolition, and natural gas system upgrades. The project requires extensive coordination with National Park Service operations, compliance with historic preservation standards (CCC Historic District and Mission 66 Historic District), archeological protection measures, environmental considerations including Migratory Bird Act compliance, and public access management during construction. Typical work hours are 7:00 a.m. to dusk Monday through Friday, with extended hours and limited night work permitted with coordination, subject to restrictions on noise, lighting, and seasonal construction activities. Payment is structured on lump sum pricing for each CLIN with measurement based on percent completion, except for rock excavation which uses unit pricing per cubic yard.

c. Replace utility systems at the major distribution and collection systems to address deferred maintenance and code deficiencies on 60 plus year old systems utilizing existing utility corridors and road shoulders and/or under roads to maintain code required separation horizontally and vertically while mitigating impact to sensitive natural and cultural resource areas. Utilities include underground potable water, primary electrical, fiber-optic, natural gas, and sanitary sewer.

d. The main park water system consists of replacing primary distribution mains and laterals, connecting to a new 24,000-gallon belowgrade water storage tank at Entrance Road (referred as Entrance Road Water Tank) and adjacent new Canyon mechanical building, abandoning the existing Canyon 20,000-gallon belowgrade water storage tank (referred as Existing Canyon Underground Concrete Water Tank), removing water main hanging from the Canyon cliff, and providing hydropneumatic tanks with pumps as water pressure boosters at Juniper Campground comfort stations.

e. The primary electrical distribution system consists of replacing Mesa Top single-phase feed with a new three-phase primary electrical service, facilitate future interconnection tie between the Mesa Top and the Frijoles Canyon distribution systems, and replacing aging electrical feeders, equipment, and conductors for the three main areas at Mesa Top, Entrance Road, and Frijoles Canyon.

f. The fiber-optic network consists of extending existing fiber-optic from the Frijoles Canyon to Mesa Top areas including FOC and Entrance Station.

g. The remote monitoring system consists of a cellular modem and antenna for a cloud based monitoring. A remote monitoring system will be installed at the Main Blue Water Tank, Abert’s Squirrel Loop, PRV vaults, and Main Lift Station. The existing 35,000-gallon above-grade Existing Main Blue Water Tank level sensor will be wired to Mesa Top Abert’s Squirrel Loop.
