About this file
This is a Questions and Answers (Q&A) document for federal contract RFP 140P2026R0063, issued by the National Park Service (NPS) for the rehabilitation of underground utilities at Bandelier National Monument in New Mexico. The document contains 133 numbered questions submitted by industry and corresponding government responses clarifying contract requirements, drawings, specifications, and administrative procedures.
The project scope encompasses replacement and rehabilitation of water, natural gas, electrical, and communication underground utility infrastructure serving the park's entrance road, canyon area, and various facilities. Key work includes installation of new water mains and service lines, natural gas distribution system upgrades increasing main line pressure, electrical duct bank installation, utility abandonment and demolition, and associated roadway and site restoration work. The contract is structured with a base bid and multiple option CLINs (Contract Line Item Numbers) for different geographic areas and utility types, with payment on lump sum and unit cost bases. The original proposal due date of May 29, 2026 was extended to June 29, 2026 and further extended to July 23, 2026 in response to industry requests for additional time to address clarifications. Critical operational constraints include restrictions on work during peak visitor seasons (May–October and spring break periods), requirements for archaeological and tribal monitoring during ground-disturbing activities, coordination with Los Alamos National Laboratory and Los Alamos County utilities, and adherence to historic preservation standards for masonry, fencing, and other cultural resources. Contractor responsibilities include utility coordination and outage sequencing, traffic control on the entrance road with maintained public access, water supply metering and backflow prevention, construction staging area management, and soil remediation for identified DDT contamination and asbestos-cement pipe handling.

Prev No. No. Industry Question Government Response
1 1 May the offer due date be extended by one month to June 29, 2026? This will allow more time for local suppliers and subcontractors to provide accurate pricing information which will be incorporated into the proposal.
Extension approved
2 2
Item (h) of the SF-1442 instructs that all Federal, State, and Local taxes must be included in the proposal. The Section B Price Schedule contains only Lump Sum line items with no separate provision for New Mexico Gross Receipts Tax (GRT). Because NM GRT is levied on the contractor’s total gross receipts — including any tax passed through to the buyer — incorporating GRT into individual lump sum prices creates a circular tax-on-tax calculation. Additionally, since the Government may selectively exercise options under Special Requirement 3, the contractor’s total taxable receipts will vary depending on which options are awarded. A separate tax structure would ensure that GRT tracks accurately with each awarded option, facilitate equitable price adjustments under FAR 52.229-3 in the event of a tax rate change, and allow the Government to evaluate pre-tax pricing on a consistent basis across offerors. Would the Government consider modifying the Section B Contract Price Schedule to include a separate Lump Sum line item for NM GRT associated with the base bid and each individual option?
No, all prices shall include total price including any required taxes.
3 3
Section L requires submission of a Schedule of Values (SOV) for each line item broken down by major work components. At the proposal stage, subcontractor and supplier quotes are typically provided as lump sum figures and are not broken down in sufficient detail to produce an accurate SOV. A detailed SOV is normally developed post award once subcontracts and purchase orders are finalized. Please confirm that the SOV submitted with the proposal is preliminary and will be refined and submitted for Government review and approval post award in accordance with the project specifications.
Yes. The SOV proposal will be refined and submitted for Government review and approval post award.
4 4 Please consider changing the bid unit on CLIN 0050 to cubic yard (CY) from lump sum (LS) to match description for this bid unit in Section 01 27 00. The Contract Price Schedule unit of measure will be updated to CY.
5 5 Please consider including a utility relocation/conflict allowance to account for the unknown existing utilities which may be encountered on this project. No allowance will be added. Most of the unknown utility locates are expected in the Canyon Area. Contractor to factor this knowledge in pricing.
6 6
6. Factor 4 states that “the due date and time noted in Block E of the Section J Attachment 9 – ‘Past Performance Questionnaire,’” however, no contact information, date, or time is included in the PPQ attached to the Solicitation. Please confirm the information required for Block E of the PPQ.
Attatchment 9 Section E updated.
7 7 Is the NPS solely responsible for providing all archaeological monitoring and investigation services? NPS will contract for Tribal and Archaeological monitor through CMR contract. One tribal and one archeological monitor will be contracted.
8 8 Is the offeror responsible for obtaining any form of archaeological permit?
No, Archaeological monitoring will be provided for under the CMR contract. However, if the offeror would like additional archaeological monitoring for the project, then this would require obtaining an ARPA permit.
9 9 Can ground disturbance happen in more than one place concurrently given the archaeological monitoring requirements of this project?
Archaeological and Tribal monitoring is required for ground disturbing activities but may not be needed for the entire length of the activity. Coordination of monitoring for multiple sites can be coordinated with the Arhcaeological and tribal mionitor

Historic feature preservation is summarized in Spec 01 11 00 and detailed in Spec 01 35 91.
71 71 Can DDT: 4,4-Dichlorodiphenyltrichloroethane - Removal and Disposal of Contaminated Soil be separated as a standalone CLIN/Pay Item?
No. The intent is for the contractor to proactively separate out the top 3 feet of soil that contaminated and to use it as backfill in the trench. Contaminated soil not placed back in the trench will need to be removed and disposed per Spec 02 61 00 at the contractor's expense.
72 72 Can DDT: 4,4-Dichlorodiphenyltrichloroethane - Removal and Disposal of Contaminated Soil be paid by the CY?
No. The intent is for the contractor to proactively separate out the top 3 feet of soil that contaminated and to use it as backfill in the trench. Contaminated soil not placed back in the trench will need to be removed and disposed per Spec 02 61 00 at the contractor's expense.
73 73 Can Asbestos Remediation be separated as a standalone CLIN/Pay Item? No. The linear footage of the the AC pipe is too low to warrant a separate CLIN.
74 74 Asbestos Remediation is difficult to quantify. Can this be an allowance item tracked and paid for through time and materials? No. There is less than 300 linear feet of AC pipe to be remediated (Sheet 02C014A). This is sufficient information to quantify for bidding.
75 75 Is power available onsite for the General Contractor to connect project office facilities? Yes, contractor will have to connect to electrical panel.
76 76 What are the permitting, metering, and billing procedures required by the National Park Service or applicable entity to hook up power for construction use? Contractor should be prepared to install meters for electic and water.
77 77 Sheet Notes: Note 1 states Option B as Demolish and remove aboveground equipment, piping, access hatches, and similar appurtenances. Should this be Option H and not Option B?

Specification Section 01 57 19.12 appears to restrict noise levels above 70 dBA and 80 dBA to limited durations per hour. These limits are not practical for a civil utility project requiring continuous excavation, trenching, rock excavation, compaction, asphalt pulverization, paving, and utility installation activities. Standard construction equipment necessary to perform this work routinely exceeds these thresholds during normal operation. Strict application of these requirements would significantly impact productivity, schedule, equipment utilization, and the Contractor's ability to complete the work as designed. Please confirm that the noise duration limitations are not intended to apply to normal construction operations performed during approved daytime working hours. Alternatively, please revise or remove these restrictions for work performed during normal daylight construction hours as identified in the contract documents. Daytime (8am to dusk) noise levels are to be limited to 80 dBA with no time duration restrictions.
96 96
Section 04 03 43 contains detailed requirements for historic stone masonry repointing; however, the drawings do not identify broad limits, quantities, or specific locations requiring systematic masonry restoration. Based on our review of the contract documents, the identifiable masonry scope appears limited to restoration and repointing associated with the historic stone culvert headwall repair shown on Sheets 04C104 and 04C105, protection and repair of historic stone features damaged during construction, and incidental masonry repairs required due to disturbance from utility installation activities.
Please confirm that bidders should assume the masonry scope is limited to these specifically identified areas and to restoration of historic stone features disturbed by the Contractor's work, and that no additional standalone repointing of historic stone walls, gutters, retaining walls, headwalls, or other masonry features is required beyond areas directly impacted by the installation of new utilities or work expressly shown on the drawings.
Confirmed. However, if Contractor damages existing masonry features during construction this is not intended to be disturbed by construction activities, it is to be restored to preconstruction condition at Contractor's expense.
97 97
The contract documents include Specification Section 32 31 13 for chain link fences and gates; however, our review of the drawings does not identify specific limits, quantities, or locations for new chain link fence installation. The drawings appear to indicate chain link fence replacement is required only as needed in conjunction with utility construction activities. Please confirm that contractors are not required to provide any new chain link fencing or gates beyond the repair, temporary removal/reinstallation, or replacement of existing fence sections and gates as necessary to facilitate installation of the new utilities. If additional fence replacement or new fence installation is required, please identify the specific locations, limits, and quantities to be included in bidders' pricing.
Existing chain link fencing and gates are shown on Dwg 02C100 (Existing Main Blue Water Tank Site Plan). This specification was included if the Contractor damaged the existing fencing and/or gate since the Contractor is required to remove and replace existing fence and gate if damaged during construction. Reference: Drawings 02C100, 02C502–02C507, Sheet 00G003, and Specification Section 01 35 91 – Historic Preservation Treatment Procedures.
The contract documents identify existing historic wood fencing in several utility work areas and include notes to protect, remove and restore, or replace fencing in kind if damaged during construction. Based on our review, these references occur on Sheet 02C100 and Sheets 02C502 through 02C507 where utility installations cross existing fence lines. We were unable to locate any fence details, repair specifications, construction standards, quantities, or defined limits of historic fence restoration work.
Please confirm that the historic wood fence scope is limited to temporary removal and reinstallation of fencing directly impacted by utility construction activities, and that no new historic wood fencing is required under this contract except where existing fence sections must be removed and reinstalled to facilitate utility installation.
The existing fencing appears to consist of historic natural wood branch/picket fencing, and no details have been provided defining repair methods, materials, dimensions, species, spacing, quantities, or reconstruction requirements. Please confirm that pre-existing deteriorated, damaged, non-plumb, or otherwise deficient fencing encountered prior to construction is not the responsibility of the Contractor to repair, reconstruct, restore, or upgrade, and that the Contractor's responsibility is limited to removing and reinstalling fence sections disturbed by its work to their pre-construction condition.
If any additional historic fence restoration, reconstruction, repair, or replacement is intended, please identify the exact locations, limits, details, specifications, and quantities to be included in bidders' pricing.

CLIN 0001 description Paragraph 1.c.5 says to " Replace existing water meters at Stone House Road. If a meter can does not have a meter, install a new one" The requirement is unclear for bidding purposes because the contract documents do not identify the quantity or locations of existing meter cans that are currently without meters. We were unable to locate a schedule, plan note, or other document identifying the number of new water meters required.
Please identify the quantity and locations of meter cans that require installation of a new water meter. Alternatively, please provide the number of new water meters bidders should carry in their pricing so all offerors are bidding the same scope of work.
Some existing meter cans in the Stone House Road housing area had the water meters removed from the yoke within the meter can. Where this is observed, Contractor is to install a new meter.
For quantifing new meters, identify the total number of existing meter cans on sheets 02C204 and 02C205.
100 100 CLIN Option O within Section 01 27 00 and the contract drawings; however, Option O does not appear to be included in the Contract Price Schedule provided for bidding. Please confirm whether CLIN Option O remains part of the project scope. (1) If Option O is intended to be included in the solicitation, please revise the Contract Price Schedule to include a corresponding bid item so all offerors are pricing the same scope of work.

Section 01 27 00, Option A states that the electrical duct banks are to be installed within the shared utility corridor parallel to the water and gas lines between Campground Road and Fire Tower Lane. Q&A No. 26 further indicates that Detail 5 on Sheet 02C300 is typical for the project where the associated utility CLINs are awarded. However, the civil utility plans show portions of the primary electrical distribution system routed on the opposite side of the roadway from the proposed water and gas utilities. This configuration differs from the shared trench arrangement depicted in Detail 5 on Sheet 02C300. Please confirm that the term "shared utility corridor" is intended to establish the general utility routing corridor and does not necessarily require installation of all utilities within a common trench. Specifically, please confirm that the primary electrical distribution system is intended to be constructed in a separate trench on the opposite side of the roadway from the water and gas utilities where shown on the civil utility plans. If not, please identify which utility alignment and trench configuration govern for bidding purposes.
Contractor is to use Detaill 5 on Dwg 02C300 where new electrical duct bank and new waterline are shown in the drawings to be in close proximity to each other. The term "shared utility corridor" is intended to establish the general utility routing corridor and does not necessarily require installation of all utilities within a common trench. Also, the primary electrical distribution system is intended to be constructed in a separate trench on the opposite side of the roadway from the water and gas utilities where shown on the civil utility plans.
113 113 Sheet 02C007 keynote 6 calls for gas valves however in that area is a cluster of water and gas valves. It makes it unclear which are gas and which are water.
Can we get a sheet with the gas only valves? Or a clear detail of that area? There are three water valves and three gas valves to be installed at this location. In general, each utility tee requires an isolation valve on each branch.
114 114 Sheet 02C015, Keynote 1 identifies proposed water and gas service stubs. However, the contract documents do not clearly define the required extent of the service stub installations for bidding purposes. Please clarify the required termination point for the proposed water and gas service stubs Service stub lengths may be scaled from the drawing for bidding purposes.
115 115
Sheet 02C017 Keynote 3 calls out a proposed ball valve with 1-inch gas service stub beneath the roadway. Sheet 02C501 Detail 2 depicts the new ball valve but does not define the required service stub configuration or termination point. Please confirm whether the proposed gas service stub is intended to terminate beneath the existing pavement or extend beyond the edge of pavement for a future connection.
If a standard stub length or termination point is intended, please provide the applicable detail, dimension, or required length so all offerors are pricing the same quantity of pipe, fittings, excavation, and pavement The proposed gas service stub is intended to terminate beneath the existing pavement for future connection to the Entrance Building.
116 116 Sheet 02C028 calls out Keynote 4 “New Gas Valve” however keynote 4 and description are missing from the legend. Please provide the missing Keynote 4 description and clarify the required valve size, type, and associated appurtenances to be included in bidders' pricing. If a revised drawing or enlarged detail is available, please provide it for bidding purposes. Keynote 4 is missing. Install 4" ball valve per detail 2, sheet 02C501.
117 117 In order to minimize the number of fittings and joints required for installation of the proposed water main along Entrance Road between approximately Sta. 116+00 and Sta. 122+00, please confirm whether HDPE pipe may be utilized in lieu of the specified pipe material for this segment of water main. Fusible PVC may be considered as a value engineered option proposed by the Contractor during construction phase.
118 118 The contract documents state that the project will "increase main line pressure supply to Bandelier National Monument"; however, we were unable to locate the existing system operating pressure, proposed system operating pressure, or regulator setpoints. Please provide the existing and proposed operating pressures for the gas distribution system and identify the applicable pressure zones and regulator settings for bidding purposes. No replacement of or adjustment to gas regulators by Contractor is required for this project. All existing regulators are capable of the new main line pressure supply.
119 119
The contract documents state that the existing natural gas distribution system will be replaced and that the main line pressure supply to Bandelier National Monument will be increased. The drawings and details indicate reuse of existing gas meters and pressure regulators at various service locations.
Please confirm that all existing gas meters and pressure regulators intended for reuse are capable of accommodating the proposed gas system operating pressures.
