About this file
This document is a pre-bid in-person meeting presentation for the National Park Service (NPS) Bandelier National Monument Replace Underground Utilities project, held on May 12, 2026 (PMIS: 266697). The project involves replacing aging utility infrastructure across the monument's Mesa Top and Canyon areas to support current and projected future visitor populations (200,000-250,000 annually, with projections of 18 million visitors over 100 years).
The base contract includes six primary contract line items (CLINs): CLIN 0001—Main Park Water System (new 10-inch, 8-inch, and 6-inch PVC water mains from Blue Tank through Abert's Squirrel Loop and Campground/Entrance Roads to Canyon Area, plus a 24,000-gallon concrete water storage tank and Canyon Mechanical Building); CLIN 0002—Mesa Housing and Field Operations Center (FOC) Water Mains and Service Lines (6-inch PVC mains with meter and fire hydrant replacements); CLIN 0003—Primary Electrical Distribution (new primary service from Los Alamos National Laboratory [LANL] to Mesa Top, plus fiber-optic conduits); CLIN 0004—Cellular Network (remote monitoring systems); CLIN 0005—Rock Excavation (during trenching operations); and CLIN 0006—Roadway (asphalt pavement removal, replacement, and restoration at Entrance Road and Visitor Center area). The contract includes multiple optional CLINs (Options A through O) covering electrical inter-connections, Frijoles Canyon water and gas systems, wastewater replacement, fiber-optic cables, utility demolition, Juniper Campground water systems, culvert and erosion repairs, and specialized electrical work at various locations.
Key construction challenges include sequencing utility outages to minimize service disruptions, managing public visitor safety on active roads and in visitor areas, coordinating with utility providers (Los Alamos County and LANL), navigating narrow and utility-dense corridors, working with medium-accuracy existing utility location data, and addressing archaeological and historical preservation requirements that may result in work stoppages if artifacts are discovered. The project requires careful management of hazardous materials (DDT-contaminated soil) and protection of historic features including flagstone walkways, retaining walls, and stone drainage systems throughout both the Mesa Top and Canyon areas.
