About this opportunity

The Library of Congress seeks a commercial shipper and/or specialized firm to package, store, and transport Library materials across four performance areas: Non-Fragile, Fragile, Fine Arts, and Film/Media. The Library will award one or more firm-fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts with a minimum of $500 and ceiling of $3,000,000 per performance area, with an estimated 75 shipments annually. Offerors may submit proposals for one, some, or all four performance areas and will be evaluated using a best-value trade-off methodology with technical proposal and past performance significantly more important than price. The solicitation requires offerors to submit three-volume proposals: Technical (management approach, quality-control plan, and corporate experience), Past Performance (three blind references using the Past Performance Questionnaire), and Price Proposal (five-year pricing and scenario-specific pricing). The original proposal deadline of February 13, 2026, was extended to February 20, 2026, at 12:00 PM ET, with questions having been due January 26, 2026, at 12:00 PM ET; a subsequent amendment extended the revised proposal deadline to April 22, 2026, at 11:59 PM ET for offerors in the competitive range.

No set-aside designation applies to this solicitation. The base period of performance runs five years from June 1, 2026, through May 31, 2031, divided into five one-year ordering years, with services including pickup from varied locations both domestically and internationally (approximately 10 percent of shipments originate outside the United States, primarily in Europe and Japan) and delivery to Library facilities on Capitol Hill, the Packard Campus in Culpeper, Virginia, or Cabin Branch in Hyattsville, Maryland. Materials to be transported range greatly in use, size, and distance, with historical shipment values up to $250,000 per order, and contractors must assume responsibility for all damage occurring during transport except acts of God. All contractors must be registered in the System for Award Management (SAM) by contract award, comply with Service Contract Act prevailing wage requirements based on geographical location, and adhere to United States Capitol Police security procedures requiring 24 hours' advance notice for Capitol Hill deliveries. The place of performance is Washington, DC 20540, USA, with the Library of Congress as the contracting agency.
