About this file

Attachment J4 is a pricing schedule Excel file for a Library of Congress Transportation Services IDIQ contract, specifically focusing on Scenario 4 involving film and media materials transportation. The scenario details a specific logistics requirement to retrieve 27 boxes (16 audio tapes, 11 paper documents) from a public storage unit in Pasadena, CA, and transport them to the Library of Congress's NAVCC campus in Culpeper, VA, with strict handling requirements including temperature-controlled, climate-controlled transport and careful loading considerations.

The document requires offerors to propose firm-fixed pricing for the entire five-year performance period, with detailed pricing to be completed in the Excel template. The transportation must use an air-ride vehicle capable of leveling to a four-foot loading dock, ensuring materials are not exposed to heat, irradiation, or x-rays. Boxes are estimated to weigh between 25-30 lbs each, with a total packed weight between 675-810 lbs. Proposals are due by 02/13/2026 at Noon ET, with questions accepted until 01/26/2026, and the Library reserves the right to award a single or multiple IDIQ contract for specialized transportation services across four performance areas.
