About this file
This is a Question and Answer document addressing offeror inquiries regarding proposal revisions for solicitation 030ADV26R0011, issued by the Library of Congress on 04/21/2026.
The document addresses five specific questions (numbered 86-90) regarding pricing methodology, proposal revision scope, and submission formatting. Question 86 clarifies that offerors may submit transportation pricing as a quoted line item within their price schedule to account for variability based on origin, destination, and shipment size, with the Library evaluating which pricing approaches work best for the Government. Question 87 establishes that proposal revisions apply only to performance areas where the offeror received a competitive range rating; offerors deemed unacceptable for specific performance areas (such as Fine Arts) cannot revise proposals for those categories. Question 88 directs offerors to Amendment 0005 for guidance on demonstrating price calculations and clarifying work showing in pricing scenarios. Question 89 permits offerors to provide comprehensive price lists with granular detail spanning multiple pages, or to follow specific guidance in their competitive range letter if more detail was requested. Question 90 requires that technical proposal revisions be submitted with track changes per Amendment 0005 to identify revised sections, though new price schedules may be submitted without original prices included.

Question and Answer

# Question Answer 86 Regarding the price schedule, we understand the schedule should be as inclusive as possible. We are able to provide detailed labor and material categories to support this objective.
However, a significant portion of overall shipment cost is driven by transportation, which can vary widely based on origin, destination, and shipment size. As origins are not yet defined, it is not feasible to accurately account for every potential scenario within a fixed pricing schedule. For example, a 350 lb. shipment with a pickup address in New York City destined for Library of Congress Capitol Hill Compound will have a much different transportation rate than a 1,500 lb. shipment with a pickup address in California delivering at the Library of Congress Cabin Branch location.
To address this variability while maintaining structure and transparency, would it be acceptable to include transportation as a quoted line item within the schedule:
“Transportation Rate per Quotation”
Offerors shall submit their revised transportation price attachments for each relevant performance area.
Offerors shall provide revised prices in the manner they believe will best fulfill the solicitation requirements. The Library will evaluate the revised price attachments. Those that work best for the Government may be considered over others in a technical capacity (i.e. in terms of the advantages and disadvantages they present, and for comprehensiveness).
87 The letter states that we’re in the competitive range for Non-Fragile, but later references that the proposal was unacceptable for Fine Arts. May we update/edit through all four categories, or only Non-Fragile.
The Source Selection Evaluation Board determined which offerors are eligible for each performance area. If your business received a letter stating that the rating was unacceptable for any of the performance areas, the proposal revisions apply only to the performance area(s) for which each offeror is eligible to submit a revised proposal. The Library will not re-evaluate proposals for performance areas for which proposals were determined to be unacceptable.

Question and Answer

88 The letter references that our prices in the scenario did not draw from the schedule. We can demonstrate our work more clearly and add categories to show more detail, but may we clarify this please? We’d just like to make sure we understand what to fix, but assuming more clearly showing our work is the desired outcome.
Please see the guidance provided in Amendment 0005.
89 To question ‘4’ and ‘5’, we can provide a comprehensive price list which would show the most granular detail, but that will be a few pages long. As long as that’s not overwhelming, that would be the clearest and most informative.
Offerors shall price their price schedules to the level of detail they see fit to provide services for the relevant performance area(s). If offeror’s competitive range letter requests more detail in the price schedule, offeror is advised to follow the guidance provided in the letter.
90 Instead of ‘track changes’, can we submit an appendix with additions?
Amendment 0005 states that proposal revisions shall be submitted using track changes to make it clear to the Library which sections have been revised. There is not enough time to re-read entire technical proposals. However, offerors may submit new price schedules without including their original prices.
