About this file

Attachment J2 is a price schedule Excel file for a Transportation Services Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with the Library of Congress. The document requires offerors to submit firm-fixed pricing for a five-year performance period, with specific instructions for pricing a fragile scenario involving the transportation of 165 memorabilia items from Seattle, WA to Washington, DC. The collection weighs 200 pounds and includes diverse items such as porcelain plates, metal trays, spoons, postcards, guidebooks, photographs, and commemorative materials from the Library of Congress's Bicentennial in 2000.

The solicitation (030ADV26R0011) seeks a commercial shipper to package, store, and transport Library materials across four performance areas: Non-Fragile, Fragile, Fine Arts, and Film/Media. Key dates include questions due by 01/26/2026 at Noon ET and proposals due by 02/13/2026 at Noon ET. The Library reserves the right to award a single or multiple IDIQ contracts, with pricing to be submitted as a firm-fixed-price structure. Attachment J2 specifically requires offerors to demonstrate their pricing methodology for the fragile scenario, with calculations that directly trace to the IDIQ price schedule.
