About this file

This is a Standard Form 30 Amendment to Solicitation/Modification of Contract issued by the Library of Congress Contracts and Grants Directorate on April 14, 2026, for solicitation number 030ADV26R0011. The amendment provides background information and guidance to offerors regarding Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for transportation services to assist with price-proposal revisions.

The Library intends to establish an IDIQ contract for transportation services where the Library knows it will require services but cannot predetermine the frequency, quantity, or origination points of shipments. Offerors must submit comprehensive price schedules (Tab 1) that list all applicable prices for items, materials, labor categories, and services that may be needed for individual task orders. Each attachment includes a scenario (Tab 2) specific to a performance area that offerors must price using their submitted price schedule items, along with documented assumptions and calculations. Task orders issued under the resulting contract will be structured as Firm-Fixed-Price (FFP) orders, meaning contractors receive a fixed amount regardless of actual costs; therefore, price schedules must be as robust and expansive as possible to ensure full compensation. Fair Opportunity competitions will be conducted at the task-order level per clause LC52.216-2, allowing contractors to submit competitive quotes against the established price schedule. All other terms and conditions of the solicitation remain unchanged.

The purpose of this amendment is to provide some background information regarding Indefinite- Delivery, Indefinite-Quantity (IDIQ) contracts to assist offerors with price-proposal revisions.

Zwahlen, Jennifer Contracting Officer

Amendment to Transportation Solicitation (to be sent directly to offerors)

The purpose of this amendment is to provide some background information regarding Indefinite-Delivery, Indefinite- Quantity (IDIQ) contracts to assist offerors with price-proposal revisions. An IDIQ is a contract type under which the Library knows it will have needs for specific services, products, materials, etc., but the time at which they will be needed is unknown (indefinite delivery). The Library will have a need for transportation services, but it does not yet know how often, or how many times, the need will arise (indefinite quantity). Nor does it know where the shipments will originate.

IDIQ contracts are commonly used to price the costs involved in providing specific services, products, or goods to issue orders when needs arise in the future.

Price Schedule

A Price Schedule (tab one of each attachment) is a list of all applicable prices that the Library and each contractor will use to price individual task orders. A price schedule should be as inclusive as possible, even if it contains prices for items, materials, and/or labor categories (or other categories) that might not be used. Every IDIQ has a price schedule.

The purpose of a price schedule is for the Library to estimate the price to ship particular materials, or to create a task order for transportation services. Under the resulting contracts, the Library would send a Statement of Work to each contractor, for the appropriate performance area, so the contractor(s) could submit a quote to the Library in response to the Statement of Work. This is called a Request for Quote (RFQ).

In particular, this type of RFQ is also called a Fair Opportunity competition (see clause LC52.216-2). The purpose of a Fair Opportunity competition is to allow the contractor(s) to submit quotes and potentially offer lower prices in comparison to the IDIQ’s price schedule. A Fair Opportunity competition is a secondary competition at the task-order level. A Fair Opportunity competition enables contractors, whose price schedule prices are higher than other contractors’ prices, a second opportunity to price the task order more competitively. This is important because task orders under this contract will most likely be awarded to the contractor that offers the lowest price for each task order.

Scenario pricing

Each attachment contains a scenario, in tab two, that is specific to each performance area. Tab two contains instructions at the top of the spreadsheet for offerors to use the prices from the price schedule to price the scenario in tab two. If a price is necessary to price the scenario, the corresponding price, and its corresponding unit, must also be provided in the price schedule. The purpose of tab two is to show how each offeror priced the scenario. Tab two should include all of the prices, units, and quantities necessary to price the scenario. If the offeror makes specific assumptions about its method of pricing the scenario, the offeror shall provide its assumptions in a way that the Library can understand how offerors reached the total price for each scenario. Offeror shall show its calculations in the price scenario tab.

In order for a proposal to be eligible for an award, aside from an offeror’s technical proposal receiving an Acceptable rating, the price proposal must also contain an Acceptable price schedule and the scenario must be priced in a way that the Library can determine it is Acceptable. The purpose is to help the Library understand each offeror’s method of pricing the scenario to demonstrate that the offeror understands what is involved in each scenario.

Firm-Fixed-Price (FFP) Orders

In firm-fixed-price (FFP) contracting, the Library uses predetermined prices for specified supplies or services. Once the order is awarded, this price is fixed and the contractor assumes all risk for costs exceeding that amount. FPP orders shall be placed against the IDIQ contracts that result from this competition. Because these orders will be FFP, the future contractors will be paid a set (i.e., fixed) amount for each order, regardless of actual costs. This is why it is extremely important that the price schedules be as comprehensive as possible. Depending on the dollar amount of the expense, it

Amendment to Transportation Solicitation (to be sent directly to offerors) can be very difficult—or even impossible—to pay for expenses that are not on the price schedule. For legal reasons, it can also be very difficult to add items/categories to price schedules after an IDIQ contract is awarded.

Each individual FFP order will be composed of a combination of items/categories selected from pre-established, pre-priced price schedules. The following price schedule is for a hypothetical IDIQ contract to purchase cars:

Item/Category Price

Green Car $20,000.00/car

Red Car $30,000.00/car

Blue Car $40,000.00/car

The Library could use this IDIQ to place an order for a Green Car and a Red Car for $50,000.00. Or, ten Green Cars and two Blue Cars for $280,000.00. As long as there is room under the IDIQ’s ceiling, the Library can place orders as needed.

Offerors should submit price schedules that are as robust and expansive as possible, covering as many services, supplies, and scenarios as they can imagine. That way, the Library can ensure that they are fully compensated for each order.

All terms and conditions remain the same.
