About this opportunity
The Library of Congress's Preservation Services Division seeks a single-award IDIQ contract for microfilm inventory services covering Archival Master and Print Negative reels, with proposals due November 30, 2026 at 12:00 PM EST. The combined synopsis/solicitation is issued under FAR Parts 12 and 13.5 for commercial services, and no set-aside is used.
Work is performed on-site at the John Adams Building on Capitol Hill. Prepared Archival Master reels transfer to Fort Meade offsite storage, and Print Negatives go to an Adams Building vault. The contract carries a $50,000 minimum and $2,000,000 maximum over a five-year period of performance from March 2, 2027 through March 1, 2032, divided into five one-year ordering periods. Pricing is firm-fixed with economic price adjustment, and offerors must price all five ordering periods on Attachment J3; partial pricing renders proposals non-responsive. The base year requires 14,086 inventoried reels. Attachment J3 uses 14,086 units per period for evaluation only and does not guarantee order quantities.
Contractor duties include verifying and updating holding and item records in FOLIO, determining film base composition (acetate or polyester), identifying preservation actions, and completing batches of approximately 35 reels within three working days. The critical error rate may not exceed 1 percent and the significant error rate may not exceed 3 percent, or the batch is rejected. The contractor must provide an on-site Project Manager with at least two years of similar library experience, MARC cataloging expertise, and staff training capability. Personnel require a background investigation with fingerprinting and work within 7:00 a.m. to 5:30 p.m., up to 40 hours weekly. Offerors must be registered in SAM. Service Contract Act Wage Determination 2015-4281, Revision 39, effective August 22, 2026, applies.
The Library will conduct a best-value trade-off evaluation without discussions when possible, weighing technical capability, key personnel qualifications, past performance, and pricing reasonableness. No factor weights are stated. Proposals are submitted by email in four separate volumes: Technical, Key Personnel Resumes, Past Performance, and Price. Past performance questionnaires go to Lianne Carroll at lcarroll@loc.gov, with a copy to James Robinson at jarobinson@loc.gov, by 12:00 noon Eastern Time on November 30, 2026. Offeror questions are due November 13, 2026 at 12:00 PM EST, with responses posted as an amendment. An optional site visit is hosted November 9, 2026. The NAICS code is 519210, and the PSC is R605. No incumbent is named.
