About this file

This file is an Excel pricing template (Attachment J1) for a Transportation Services Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with the Library of Congress. The document provides a specific scenario for pricing transportation services involving the retrieval and transport of approximately 80 archival banker boxes weighing around 2,100 pounds from New York City to Washington, DC. Offerors are required to propose firm-fixed pricing for the entire five-year performance period, with the scenario representing a sample transportation task to demonstrate pricing methodology.

The related federal contract opportunity seeks a commercial shipper to package, store, and transport Library materials across four performance areas: Non-Fragile, Fragile, Fine Arts, and Film/Media. Key dates include questions due by 01/26/2026 at Noon ET and proposals due by 02/13/2026 at Noon ET. The Library of Congress intends to award a single or multiple IDIQ contract with firm-fixed pricing, reserving the right to determine the final award structure. Attachment J1 is one of seven required attachments (J1-J7) for competing in this solicitation.

Scenario 1

Attachment J1 - Non-Fragile - Scenario 1
The Library Collection & Services Group (LCSG) requires the services of a contractor to secure boxes of archival papers. The contractor shall retrieve and transport these boxes of archival papers to the Library of Congress. The donor's residence is in New York City, NY, USA. The Library of Congress is in Washington, DC, USA. Parking for the contractor will be on the street and should be readily accessible. All the boxes will be located in a large, open space about eight (8) feet in from the front door. The only elevation is stepping up to the entryway with a very slight ledge, plus getting over the threshold into the house. The boxes will be located right past the vestibule.

The contractor shall transport approximately 80 total packed-and-lidded banker boxes that each weigh approxiamtely 25 lbs. There will be a few oversized or unconventionally sized boxes (e.g., a tube holding two posters plus perhaps an oversized box or two). The contractor shall carefully pack these boxes.

The estimated total weight of the collection, packed, is 2100 pounds.

Offeror shall read the scenario above and, in a manner that shall demonstrate offeror's method of pricing the scenario above (i.e., show work), offeror shall provide its calculations for the total firm-fixed price for the scenario in the table below. Offeror's method of pricing the scenario must trace to the offeror's IDIQ price schedule in tab one.

Offeror shall not submit this attachment in a file format other than Excel, as this is the file format that the Library is capable of opening.
