Added: Jul 28, 2015 5:36 pm Please be advised that the Government has posted the answers to all Questions & Answers received as of the 23 July 2015 at 3:00PM CST. The Q&As can be found in document titled "Notice to Offereors (2)".

Additionally, as a result of the Q&A session the Government has posted an Amendment to the Solicitation extending the offer due date to 24 August 2015, 3:00PM CST. Please ensure you sign a copy of the Amendment and incorporate in proposal Volume IV (each hard copy and disk copy).  

Please be advised the revised documents have also been incorporated as follows:

SOLICITATION FA8101-15-R-0004:


THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP) SOLICITATION.  Proposal packages are due by 3:00 p.m. CST on 10 August 2015.  This acquisition is for the Tinker Air Force Base (TAFB) Multiple Award Construction Contract (MACC) Program to provide a broad range of construction, repair, and maintenance of real property on Tinker AFB, OK.


This acquisition is 100% small business set-aside under the North American Industry Classification System (NAICS) Code is 236210 Industrial Building Construction with corresponding annual size standard of $36,500,000.   


The Government intends to award (up to four) Indefinite-Delivery Indefinite-Quantity (IDIQ) type contracts with Firm Fixed Price line items from this solicitation.  This is a competitive source selection conducted in accordance with FAR 15.3, as supplemented, in which the Government may trade off competing offeror's past performance with price, for all technically acceptable proposals in which competing offerors' past performance history will be evaluated as significantly more important than cost/price; however, cost/price will contribute substantially to the selection decision.  Award will be made to the offeror who is deemed responsible in accordance with the FAR Part 9, as supplemented, whose proposal conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L-Instructions to Offerors) and is assessed based on the evaluation factors and subfactors to represent the best value to the Government.  The Government seeks to award to the offeror who gives the Air Force the greatest confidence they will best meet the requirements.


 


NOTICE: Previously, offerors were required to register in the Central Contractor Registration (CCR) database and have an active registration in CCR prior to completing their Reps and Certs (Section K of the solicitation) in the Online Representations and Certifications Application (ORCA) prior to award of a contract. Offerors are now required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov. If an offeror previously had an active CCR/ORCA account, the offerors information has automatically been incorporated into the SAM database. Offerors are strongly recommended to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes an offeror ineligible for award of DoD contracts IAW FAR 4.1102.

A pre-solicitation conference for this acquisition was conducted on 04 June 2015 from 9:00 a.m. to 11:15 p.m.  The conference was held at Tinker Business Industrial Park, Bldg 3 Suite 335F ,2701 Liberty Parkway, Midwest City, Oklahoma 73110.  All Government responses given to questions during the pre-solicitation conference shall not be construed as official responses.  Interested vendors submitted questions in regards to the pre-solicitaion conference and Draft RFP to the Contracting Officer Dustin Lashley via email at dustin.lashley@us.af.mil  by 3:00PM CST on 12 June 2015. The Contracting Officer has placed Official Government Responses to all questions received in the attachments section of this post.

A pre-solicitation conference for this acquisition was conducted on 04 June 2015 from 9:00 a.m. to 11:15 p.m.  The conference was held at Tinker Business Industrial Park, Bldg 3 Suite 335F ,2701 Liberty Parkway, Midwest City, Oklahoma 73110. A Base Tour was offered however, none of the conference attendees were interested in participating. The pre-solicitation conference slides and attendance sheet  have been posted to FedBizOpps. Pre-solicitation Conference & Initial Site Visit:  A pre-solicitation conference and Tinker AFB tour for this acquisition will be conducted on 04 June 2015 from 9:00 a.m. to 12:30 p.m.  The conference will be held at Tinker Business Industrial Park, Bldg 3 Suite 335F ,2701 Liberty Parkway, Midwest City, Oklahoma 73110 (directions to the site have been posted to FedBizOpps in PDF format).  A bus will be used to transport all conference attendees onto the base for a base tour and will be returned to the conference site after completion of the tour.

Attendees are directed to notify Dustin Lashley by e-mail at dustin.lashley@us.af.mil on or before 02 June 2015, 1:00 p.m. if they plan to attend.  Failure to notify could result in non-availability of transportation.  All offerors are strongly urged to attend. All personnel attending will need to have in their possession a valid driver's license or valid personal identification with photo and be able to pass a background check if required. 

Initial Site Visit "window tour" will be conducted to show all attendees the general size of the base with typical areas of work for this contract.  It is requested that all attendees submit written questions or concerns of the solicitation by 3:00PM (CST) 12 June 2015 to ensure that all parties are afforded the opportunity to see the question and answer (Q&A) that will be posted on FedBizOpps.

IMPORTANT NOTE
: ALL OFFERORS WILL BE LIMITED TO NO MORE THAN 3 INDIVIDUALS PER PRIME (to include Sub-Contractors invited by the Prime) FOR ATTENDING THE PRE-PROPOSAL CONFERENCE AND INITIAL SITE VISIT.

SYNOPSIS:

Tinker AFB is interested in obtaining industry feedback
regarding the Draft Solicitation and Attachments, Statement of Work (SOW), TAFB Specifications and TAFB Base Standard Details.  Specifically, identify areas that could require additional explanation, potential future issues, and/or areas that could be refined to provide a clearer understanding of the requirements.  Time permitting, all relevant questions will be answered and uploaded in a future attachment to this posting.  There will be no company identifying information in a question and answer posting.
