CONTRACT STATEMENT OF WORK

SECTION A – GENERAL REQUIREMENTS

1.1 INTRODUCTION:

1.2 MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) PROGRAM:

The Multiple Award Construction Contract (MACC) is an Indefinite-Delivery, Indefinite- Quantity (IDIQ) contract whose requirements are competed among a pool of awardees based on work defined in individual Delivery Orders (DOs). Work may consist of multiple disciplines in general construction categories and may involve design services for execution of a broad range of maintenance, repair, and minor construction projects affecting real property at Tinker AFB, OK. Contractor responsiveness and execution of quality projects for the Government in a timely manner are paramount to the success of the MACC program.

1.3 PROJECT DESCRIPTION, GENERAL:

Each design and construction project will be awarded by an individual DO, issued against the basic contract that will specify work that may include a variety of project scopes and disciplines as described below. These DOs support the installation’s Sustainment, Restoration and Modernization Program and Maintenance and Repair Program which requires construction and repair projects for buildings, runways, airfields, taxiways, aprons, roads, parking lots, and utilities. The base also has a large industrial complex that performs software support and overhaul functions on numerous airframes, engines and accessories. There are facilities to support and house four flying missions and numerous other tenants on base. The facilities on base range from large industrial buildings to support overhaul and testing of aircraft, aircraft parts, engines and airframes to office space, warehouses, computer facilities, dining facilities, dormitories, medical facilities and other community support facilities such as the base exchange and commissary. The utilities on base include but are not limited to water supply, storage and distribution, electrical distribution and backup generators, steam generation, distribution and return, Petroleum, Oil, and Lubricants (POL) storage and hydrant fueling, natural gas distribution, sanitary and industrial waste sewage collection and treatment, storm sewers, compressed air plants and distribution, chilled water plants and distribution. Plans and designs must ensure base facilities and infrastructure meet all federal laws, Air Force requirements, and applicable codes to allow the base to continue to support the assigned missions.

1.4 TYPES OF DESIGN-BUILD:

The Contractor shall perform both types of design-build DOs:

1.4.1 Conventional Design-Build: The process by which the same Contractor provides both the design and construction services for a project, completing the design requirements before construction activity begins.

1.4.2 Fast Track Design-Build: The process by which the same Contractor provides both the design and construction services for a project, beginning construction at a mutually agreed point prior to completion of the design and construction drawings.

1.4 LEVELS OF EFFORT:

Each individual DO under this MACC contract will define specific project requirements involving design-build or build-only requirements. Project execution will be directed by one of the following levels of effort required:

1.4.1 Full Design-Build: MACC Contractor shall develop project design documentation for a full 100% design including drawings, specifications, design analysis and other documentation as may be further described, representative of a 35%, 65%, 95%, and 100% design effort (as identified within each project SOW). Working documents shall include items such as:

1.4.1.1 Investigative Services: For exterior work and new facilities, the investigative services will typically include performing a survey of the project site including topography showing five foot contours, cross sections, drainage survey, and bench level circuit. In addition, it may include verification and documentation of the location and size of all existing utilities and pertinent surface features for inclusion on the topographic survey map. If designing new roads, provide traffic counts and show existing and new roads, intersections, and bridge structures. For interior work, the investigative services will typically include verification of all existing conditions affecting the design and execution of the work as described in the individual DO SOWs.

1.4.1.2 Design Services: These can range from shop drawings requiring Architectural- Engineering (A-E) certification to a complete set of Specifications and Drawings for Construction.

1.4.1.3 Other Services: Reports, presentation documents (i.e. photos, sketches, renderings, etc.), meeting minutes/confirmation notices, annotated responses to review comments, design analysis with supporting documents (i.e. calculations, cut sheets, code analyses, etc.), maintainability and constructability checklists and any other design requirement listed in the individual DO SOW.

1.4.2 Minimal Design-Build: This method will be reserved for non-complex, minor construction and maintenance and repair projects which may require engineering of portions of the design (e.g. structural, fire suppression, arc flash, etc.). The MACC Contractor will be provided a conceptual, preliminary, or intermediate design (e.g. 15% to 65%) including available drawings (design and/or existing as-built); SOW or specifications. In-turn the Contractor shall complete whatever minimal design efforts are required to produce a set of working documents for use during the construction phase. These working documents shall provide sufficient technical detail to prevent field construction errors, prevent code violations, and minimize general coordination problems. Working documents shall include items such as:

1.4.2.1 Builder’s plans of the type routinely developed in commercial practice and as provided and supplemented by industry such as pre-engineered building manufacturers, major heating ventilating and air conditioning equipment suppliers, fire suppression system suppliers and other similar types.

1.4.2.2 Scope and technical documents that are incidental to accomplishing the required tasks, including: basic layout and planning of work; verified as-builts; design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e., Heating, Ventilating, and Air [HVAC] loads, lighting, platform supports, etc.); and other similar activities.

1.4.2.3 The extent of the minimal design effort will depend upon the complexity of each project and generally will not require the services of a registered architect or licensed engineer. In those instances when the services of a registered architect or professional engineer are necessary, the requirement for such will be indicated in the SOW for the individual project.

1.4.2.4 Upon completion of the minimal design, and as directed by the Government, Contractor shall initiate and complete construction execution in accordance with (IAW) project requirements.

1.4.3 Build Only: This method is for DOs that require construction services only. MACC Contractor will be provided a 100% designed for construction package consisting of drawings, specifications, Material Submittal Register, or other documentation as required by the DO.

Based on this completed design, the Contractor shall provide a bid IAW the IFB requirements.

The Government will evaluate the bid and the successful Offeror will proceed with construction.

1.4.3.1 Design services may be required in the event a change order is necessary to revise the 100% design.

1.5 TYPES OF COSTS:

Each individual DO will require a breakout of costs which will be identified in the Bid Schedule:

1.5.1 Investigative Costs: Those costs identified by the Contractor which represent the portion of the overall project cost attributed to all investigative services necessary to prepare the 100% design and construction documents.

1.5.2 Design Costs: Those Architectural-Engineering (A-E) costs identified by the Contractor which represent the portion of the overall project cost attributed to preparation of the 100% design and construction documents or for A-E costs if required for a minimal design.

1.5.3 Construction Costs: Those costs identified by the Contractor which represent the portion of the overall project cost attributed to construction services.

1.6 CONTRACTING OFFICER (CO) AUTHORITY

1.6.1 Contracting Officer’s Representative (COR): A COR will be appointed for each DO.

The COR maintains liaison with the prime contractor, CE staff, other contractors, and customers related to the project; performs inspection and acceptance for the Government assuring performance/delivery is in accordance with contract/order requirements, terms and conditions;

promptly reports to the CO, in writing, any performance issues/delays by the contractor; ensures the Government meets its contractual obligations to the contractor under the contract/order;

informs the CO, in writing, of any changes to the scope of work included in the contract/order;

works with the contractor and the CO to resolve issues; and verifies the contractor has taken corrective measures and problem is resolved.

1.6.2 Project Manager (PM): A PM will be assigned for each DO. The PM may be an employee of the Government or the Base Maintenance Contractor (BMC). The PM will report to the Government COR and working together will ensure project construction meets contract requirements while controlling cost and time growth.

1.6.3 Construction Inspector (CI): A CI will be assigned for each DO. The CI may be an employee of the Government or the BMC and will work in conjunction with the PM. The CI will perform daily quality assurance inspections on all projects to provide an accurate story of the details of project construction; report and make recommendations to the COR on the details of project construction; and document construction activities and any issues found in daily inspection reports.

1.6.4 Contract Changes: Only the CO is authorized to make changes to the contract or any issued DO. No other Government or non-Government official may alter this contract or any issued DO IAW the basic contract terms and conditions. The Contractor shall report to the CO any attempts to alter this contract or any DO.

1.6.5 Unauthorized Contract Changes: In the event the Contractor effects any such changes at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. The CO may also require the Contractor to undo any such unauthorized changes at no additional expense to the Government.

1.6.6 Field Changes: The Contractor and the Government may agree to perform a no-cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated line items. Examples of field changes include:

relocating a new door 2’ away from planned location; rerouting planned location of sidewalk to avoid a tree (when quantities are not significantly changed); installing wallpaper border at chair rail instead of at ceiling, etc. All field changes must be approved in advance by the CO prior to execution. All field changes shall be incorporated into the Redline drawings and later transposed on the AutoCAD™ As-Built drawings.

1.7 ORDERING DEFINITIONS:

1.7.1 Fair Opportunity Notice (FON): A package of documents issued to the Contractor requesting an itemized cost proposal for construction and design documents for a project based on the DO. Following submittal of the proposal and at the Government’s option, discussions may be held with the Contractor to clarify or negotiate elements of the proposal.

1.7.2 Statement of Work (SOW): A document prepared by the Government and issued to the Contractor as part of the FON. Included in the SOW are the specific technical requirements for the individual project such as (but not limited to: project identification data, location, detailed definition of project scope of work, technical requirements by discipline for interior and exterior work, requirements for drawings (plans, sketches, shop drawing and details), special circumstances of the project, user operations, time requirements for completion (performance period), and phasing requirements.

1.7.3 Specifications (SPECS): A document containing detailed technical data broken out by sections in the format of the Construction Specifications Institute (CSI) Master Format.

Specification may either be stamped and sealed by the Engineer of Record for Build Only DOs (Section 01 11 00 is the Summary of Work), they can be attached to the DO SOWs for Minimal Design-Build projects or prepared by the Contractor for Full Design Build DOs.

1.7.4 Delivery Order (DO): A document prepared by the Government and issued to the Contractor which contains the general requirements and parameters of the proposed project.

Included in the DO is the SOW defining specific technical requirements for the project. Also included is information such as budget limitations, type of solicitation, and design certifications and drawings required to be prepared by the Contractor.

1.8 ORDERING PROCEDURES

1.8.1 A Fair Opportunity Notice (FON) will be issued for each delivery order and will include a Statement of Work (SOW), Submittal Register (AF66), Drawings, etc. The Fair Opportunity Notice (FON) will detail specifically how the proposal for that delivery order will be determined. As determined by the PCO, the Government will determine which offeror represents the “best value” to the Government per the evaluation criteria listed in the FON. The PCO may utilize past performance information to determine best value. The evaluation criteria for best value selection will be specified in the individual delivery order FON, along with relative order of importance.

1.8.2 The Government reserves the right to reject any delivery order proposal that is determined to be unrealistic including proposed contract terms and conditions, or unrealistically high or low in price. During evaluation, if the Government determines that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the applicable delivery order it may not be considered for further evaluation.

1.8.3 The Government reserves the right to withdraw the FON at any time prior to award, meaning before or after the closing date of the FON. In the event the Government cancels a FON, the Government has no obligation to reimburse an offeror for any costs. This decision shall be final and conclusive and shall not be subject to the disputes clause or the Contract Disputes Act.

1.8.4 Initial Site Visit: The CO will notify the Contractors of an existing requirement by providing the CM a FON/IFB that shall include at the minimum: a written SOW (attachments may be included) or SPECS, initial sketches or stamped/sealed drawings when applicable and submittal register. Each contractor will be required to submit a proposal for every FON issued. A site visit will be scheduled with the CO as per the meeting date established in the FON/IFB. The Contractor and subcontractors shall attend the site visit and obtain whatever measurements and information is necessary to develop and produce a complete and accurate DO bid/proposal, to be submitted to the CO within the required timeline. Due to mission requirements, it may be necessary to require the Contractor’s bid/proposal in an expedited turnaround time. For more complex projects, additional time may be granted by the CO. The

1.8.5 Questions & Answers (Q&A) Session: In some instances, the CO may require a Q&A session to follow the Initial Site Visit in the event general questions can be answered expeditiously by the Government representatives. Contract Administrator (CA) accomplishes a Memorandum for Record (MOR) of the site visit. Questions or clarifications should be directed to the CA/CO concerning the discussions above. Following the Initial Site Visit, the Contractor will be given the opportunity to request information in order to complete their bid/proposal.

These requests should be directed to the CA/CO by the due date identified.

1.8.6 Contractor’s Bid/Proposal: The Contractor’s response “package” including bid/proposal submission shall comply with the government’s IFB/FON as well as ensure that all proposed

The Contractors will be required to submit a proposal package in response to every FON issued. The Contractor’s package shall be submitted in both hard copy and electronically.

Work Plans shall include the following information:

1. Construction Only:

a. Section 1

1. Cover to include Solicitation Number, Project Number and Title, Contractor contact information and Date.

2. Statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item listed in the Bid Schedule.

3. Acceptance and Listing of DO documents, Amendments, RFIs, etc.

4. Completed Bid Schedule.

5. Project Management approach for the specific DO with organization chart showing the functions of Contractor's personnel and the relationship/authority of the involved organization and Subs. Identifying Sub partners, their efforts and percentage of work.

b. Section 2

1. Project Description (Contractor’s interpretation of the scope of work).

2. Assumptions

3. Exceptions

c. Section 3

1. Contractor’s proposed implementation strategy for construction to include but not be limited to:

i. Start Up (e.g. badging, submittals, shop drawings)

ii. Mobilization, Site Preparation

iii. Staging and Storage

iv. Phasing Discussion if applicable

1.8.4. Delivery Order Pricing: Contractor delivery order pricing shall be accomplished as described below and based on the most economical standard construction practices. Value engineering and design review shall be used in project design and scope development.

Unreasonable methods and or estimates to accomplish delivery order tasks will not be accepted.

1.8.4.1 Terms Explained-

1.8.4.2. Line Item Costs: The cost of a line item shall be the item’s total bare cost based on a national average as defined by RS MEANS Price Book. The RS MEANS labor costs are included as line items of work.

1.8.4.3. Contract Unit Price Book (UPB): Contract line item unit prices are to be used as the basis on delivery order pricing. Estimates composed of the RS MEANS price book line items bare costs per unit, based on a national average are used. They are non-negotiable.

1.8.4.4. RS MEANS Price Book (MPB): Includes all items of work from a current year RS MEANS Facilities Cost Data Guide. The line items are priced primarily using contractor furnished RS MEANS electronic databases: The RS MEANS labor costs are included as line items of work.

1.8.4.5. Non Pre-priced Items (NPI): Items of work not included in the UPB required for execution of a DO, within the scope and general intent of the contract, must be identified and included in the proposal. The Contractor shall submit a worksheet for each NPI item which shows all of the costs and calculations used to develop the NPI item’s price.

1.8.4.6. Architect and Engineer Costs: The costs identified by the Contractor which represent the portion of the overall project cost attributed to site investigation and preparation of the 100% design and construction documents. Costs associated with investigation and design shall be reported as separate line items.

1.8.4.7. Local Area Adjustment Factor: The RS MEANS total weighted average city cost index for the City of Oklahoma City, OK, or the nearest city.

1.8.4.8. Coefficient: The coefficient is applied to UPB items and NPIs to determine the delivery order prices.

1.8.4.9. The prices as established by the UPB or the NPI are multiplied by the appropriate coefficient to arrive at the actual price for a unit of work.

1.8.4.10. Coefficient is defined as a numerical factor that compensates the Contractor for any and all costs (generally indirect costs) and profit not included in the UPB unit pricing. The coefficients shall include all costs not covered in the UPB line items, or not allowed, (such as Division 1 – General Requirements, including but not limited to project management, quality control/testing, temporary utilities, construction aids, personal protective equipment, temporary scaffolding/platforms, mobilization, demobilization, small tools, temporary barriers, temporary fencing, temporary protective walkways, construction layout, and commissioning) in the RS MEANS. The coefficients shall include but not be limited to overhead, profit, labor burden for the prime Contractor and subcontractors, bond premiums, insurance, taxes, any adjustment factors for average DO size, proposal preparation, costs associated with procurement of required tools, equipment, software, specifications, computers, compliance with environmental laws, and Contractor’s perception of the accuracy of the UPB. Coefficient should also include cost for site preparation, daily cleanup, protection or incidental moving of Government property including furniture, dust partitions, portable toilets, and administrative and technical support.

No allowance will be considered later for these costs.

1.8.4.11. Contingencies such as changes to labor wages and inflation shall be adjusted annually by the annual economic price adjustment to the UPB. Any change in the applicable minimum hourly rates of wages during the contract period shall not affect the unit prices to be paid by the Government for work performed under the contract.

1.8.4.12. The Contractor shall consider the following factors that affect the calculation of the coefficients:

1.8.4.12.1. Five (5) coefficients will be proposed for the basic term of the contract and each option period. The coefficients are as follows:

a. Standard work hours

b. Non-standard work hours

c. Emergency and/or critical work

d. Shutdown and pull-off work site for aircraft or mission essential activities (Additive: May be applied in addition to one of the above coefficients, if applicable)

e. Architect and Engineer

1.8.4.13. The UPB prices are for “in-place” quantities. There shall be no allowances added for waste, compaction, storage, shipping, staging, handling, etc.

1.8.4.14. Daily clean up shall be performed at all active project sites. It shall not be a direct DO cost but shall be paid from the coefficient. Final cleanup will be a direct cost added to each DO.

1.8.4.15. The coefficient shall cover all the items typically designated as general conditions, profit and overhead including administrative/technical support and labor burden for the prime Contractor’s office staff and workforce.

1.8.4.16. All vehicles, office supplies/setup, administrative requirements, and equipment/tools which are customary to the trade shall be part of overhead, and therefore included in the coefficients. Equipment/tool rental will be allowed as a direct cost to any DO for specialty equipment required for a DO, for example, lifts, earthmoving equipment, etc. The Contractor shall provide and maintain equipment/tools such as a generator, gasoline powered pump with hoses, laser level, flatbed trailer, pick-up trucks or vans, etc. The cost of maintaining, operating, mobilizing, demobilizing and transporting the Contractor’s equipment shall be included in the coefficient.

1.8.4.17. RS Means unit prices are based on projects ranging from $10,000 to$1,000,000. Any cost adjustment for deviation from this project range shall be included in the Contractor’s coefficient. No adjustment for DO size will be allowed as a direct DO cost.

1.8.4.18. How To Calculate A Delivery Order Price

Total UPB Costs: The sum of all UPB line item costs.

NPI Delivery Order Cost: The sum of all NPI line item costs.

1.8.4.19. Government Furnished Material and Equipment: The Government may provide materials and/or equipment for installation. When furnished, the respective RS MEANS material/equipment shall be deleted from the RS MEANS line item cost, and the remaining line item cost shall be treated as UPB line item. If an item does not exist in the UPB, the cost for that line item shall be calculated exactly as an NPI item.

1.8.4.20. UPB Delivery Order Cost: The sum of the total UPB multiplied by the local area factor and the appropriate contractor coefficient.

1.8.4.21. Total Delivery Order Cost: The sum of UPB Delivery Order Cost and NPI Delivery Order Cost.

1.8.4.22. Unit Price Book (UPB) Annual Updates: RSMeans® Facilities Construction Cost Data unit prices are updated and published at the beginning of each calendar year. Only the yearly update and published book shall be utilized until the next update/publication date; Contractor shall not utilize any updates that RSMeans may make during the year after the publish date.

The CO will inform the Contractor of the official date to begin utilization of the updated publication.

1.8.5. Bid/Proposal Evaluation: The Government will review the Contractor’s response package for technical feasibility and compliance with the government’s intent. Selection shall not commence until the CO determines that sufficient data has been provided by the contractors to clearly and concisely depict a technically sound project design approach if applicable and project bid/proposal.

1.8.6. Execution Priority: The following documents (listed in priority) shall be used in the overall execution of work under this contract:

1.8.6.3. MACC Contract Statement of Work.

1.9 GOVERNMENT FURNISHED

1.9.1 Specifications: Specifications provided to the Contractor

1.9.2 Drawings: The Government will provide drawings for each DO depending on the delivery type and can range from a location map to full stamped and sealed drawings. When available, as-builts of past projects will be provided to the contractor for use during full design-build.

1.9.3 Material & Equipment: The Government reserves the right to provide Government- Furnished Material (GFM) or Government-Furnished Equipment (GFE) or both on any DO for use by the Contractor to complete a project. GFM and GFE will be clearly identified in the Government’s SOW for each individual project SOW, as applicable. The Contractor shall inventory and sign for all GFM/GFE provided. The Contractor shall assume all risk and responsibility for any loss or damage to GFE/GFM after taking possession.

1.9.4 Contractor Office Space: The Government will not provide the Contractor a permanent on-base office space location for the Contractor’s administrative and management personnel in this contract.

1.9.5 Contractor Storage Space: The Government will not provide the Contractor a permanent on-base storage area for Contractor-owned material and equipment, however, the Contractor’s temporary storage or staging area shall be IAW Specification Section 01 50 00, Contractor Facilities, and shall be utilized for the purpose of this contract only, or as authorized by the CO.

As required for each DO, the Contractor shall limit all applicable storage of materials, equipment, and incidentals to the immediate construction site while work is being performed. If the Contractor requires additional storage area(s) other than the project site, a request may be submitted in writing to the Contracting Officer for government approval. These areas are temporary and are on a first come first served basis so they are very limited.

1.9.6 Contractor Staging/Laydown Area: As required for each DO, the Contractor may be assigned an area located on or near each construction site to stage materials, store equipment and tools, and maintain miscellaneous items. Portable buildings and structures may be used in these staging areas, providing the space is not used for occupancy and Contractor accepts full responsibility for the material stored therein. The assigned area must be properly fenced and identified by signage. The area shall be secured by the Contractor, and any losses to the contained equipment and materials shall not be the fault of the Government. All equipment, materials, and supplies required to establish and maintain the staging area shall be at the Contractor’s expense. Refer to Specification Section 00 70 00, General Requirements for Construction on Tinker AFB, Paragraph 1.3.12, for additional requirements regarding staging areas.

SECTION B – CONTRACTOR REQUIREMENTS

2.1 CONTRACTOR CAPABILITY RESPONSIBILITY, GENERAL:

2.2 MANAGEMENT PLAN:

2.2.1 Home Office Management and Support: Describe the home office organization, responsibilities and lines of authority established for the contract. Describe your plan for managing subcontract acquisition, execution, and administration. Describe your material purchasing system and capabilities. Describe resources available and your capabilities to support this contract concurrently with other on-going or new work, including your capabilities to manage and execute several concurrent DOs. Include an organizational chart detailing the organization described in your proposal. Include names of assigned personnel and proposed subcontractors and their areas of responsibility for each portion. Clearly delineate on-site from off-site personnel. Quality Control and Safety should be included in the chart.

2.2.2 On-Site Management and Support: Describe your capability and commitment to support an on-site management team, including a sole source of responsibility for both design and construction for any delivery order. Describe how they will manage, supervise, and coordinate the subcontractor’s work and who in the organization will be responsible for this management and coordination. Discuss which resources are available but will not be present at the site.

Describe the role of the design team in response to a delivery order. Describe how warranty support, unforeseen site conditions, design errors, etc. for individual delivery orders will be handled by your organization.

2.2.3 PERSONNEL REQUIREMENTS:

2.2.4 Contractor Personnel: The Contractor shall employ the following positions at a minimum:

2.2.4.1 Contractor’s Contract Manager (CM): The CM will be responsible for the overall performance of this contract. The CM shall have a minimum of a bachelor’s degree in engineering or a bachelor’s degree in architecture, with a minimum of two (2) years previous experience as primary manager with a general contracting firm engaged in multiple discipline commercial construction projects. This individual(s) shall have direct oversight of all project design and planning activities. The name of this person and alternates, who shall act for the contractor when the CM is absent, shall be designated in writing to the Contracting Officer. The Contractor shall ensure that the CM, designated alternate CMs and the project superintendents can be contacted at any time by telephone throughout the period of this contract.

2.2.4.2 Contractor’s Quality Control Manager (QCM): Provides quality control management for all active DOs and executes the QC plan IAW Specification Section 01 45 00, Quality Control. The QCM shall have the minimum qualifications set forth in the specifications, Section 01 45 00. The QCM shall visit each active project site daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with the approved construction drawings, shop drawings, material submittals and technical specifications.

The QCM shall prepare and coordinate material submittal sheets and shop drawing submittals, prepare QC reports, schedule and coordinate testing procedures and attend all status meetings, site visits, and pre-final/final inspections. The QCM shall be someone other than the CM or Project Superintendent.

2.2.4.3 Contractor’s Project Superintendent (PS): Provides on-site supervision. The PS shall visit each active project site daily, submit detailed weekly progress reports (AF Form 3065) for each DO, schedule and coordinate subcontractors and material suppliers, and attend all status meetings, site visits and pre-final/final inspections. For each specific DO issued, the contractor shall establish an alternate superintendent to act on behalf of the PS during his absence from a particular jobsite. Either the PS or alternate shall be at each active project site during scheduled work hours. Project superintendent must arrive at any particular job site within 20 minutes of telephone direction from the Contracting Officer, Contract Specialist or Construction Inspector.

Superintendents shall have a minimum of 1 (one) year previous experience as a project superintendent (exclusive of time employed as a tradesman or working foreman) for a general contracting firm overseeing one or more multi-discipline commercial construction projects. The PS cannot be the QCM and subcontractors may not perform duties of the PS.

• Work Breakdown Structure Schedule (WBS): The contractor shall submit a construction schedule for approval prior to the start of construction. A Work Breakdown Structure, (WBS format) of the Scheduled Construction shall be at a Level 4 minimum, (Phase, Deliverable, Activity and Tasks). The level of detail shall yield accurate measures of the work in progress in order to accurately plan and track the progress of the project construction. The QCM shall sign off on schedule prior to submittal.

2.2.5 Professional Qualifications and Certifications: The Contractor’s design capabilities are of utmost importance. The Contractor’s design staff or design subcontractor shall have multidiscipline design experience. The Contractor’s key personnel who will be involved in the day-to-day accomplishment of design tasks ordered under this contract shall include, as a minimum, personnel qualified in the areas identified below. The contractor’s design team shall include registered architectural and engineering personnel with experience in the following disciplines: Civil, Land Surveying, Geotechnical (Soils Engineer), Architectural, Interior Design, Landscape Architecture, Structural, Mechanical, Electrical, Fire Protection, and Environmental.

If the Contractor must change any personnel during the course of this contract, the Contractor shall provide appropriate documentation to the CO that substantiates the qualifications of the replacement employee to perform the required duties of the position. The CO will verify the proposed replacement’s qualifications and reserves the right to reject the replacement or a proposed change in personnel. The following sub-paragraphs identify the minimum requirements, certifications, licenses, etc. required for personnel performing activities or acting in a specific capacity:

2.2.5.1 Design Program Manager: The Contractor’s Design Program Manager shall have as a minimum a license from the State of Oklahoma as a Professional Engineer or Registered Architect with a minimum of ten (10) years work experience in design project management, and a minimum of five (5) years experience managing design-build projects, to be considered for each DO award. The Design Program Manager is the primary POC for the CO for all contractual issues and is responsible for the overall management of this contract. The Design Program Manager is responsible for but not limited to ensuring practical and effective systems are developed and installed to meet contract objectives, ensuring that quality work is accomplished on schedule and assuring qualified personnel and subcontractors are assigned to complete DOs. It is the Design Program Manager’s responsibility to ensure that Contractor personnel and subcontractors possess the appropriate qualifications and experience to complete specified project tasks and that they comply with all statutes, regulations, as well as the contract requirements. The Design Program Manager shall have and provide to CO, upon request, all required employee or subcontractor certifications/qualifications.

2.2.5.2 Design Project Managers: The Contractor shall assign a Design Project Manager to each DO. Design Project Managers shall have at least a college degree in an engineering discipline or in architecture and a minimum of five (5) years applicable experience to the specific DOs he is managing. The Design Project Manager is responsible for implementing the DOs.

2.2.5.3 Design Technical Discipline Leads: The technical leads for each engineering discipline shall, as a minimum, be licensed by the State of Oklahoma as a Registered Professional Engineer or Registered Architect as applicable and specific experience in the types of system being designed to be considered for each DO.

2.2.5.4 Interior Designers Qualifications UFC 3-120-10, Interior Design, dated 15 June 2006 including Change 1, July 2007, Paragraph 2.2: The contractor’s interior designer or architect shall be National Council for Interior Design Qualification NCIDQ certified and shall not be affiliated with any furniture dealership, vendor or manufacturer. The Government reserves the right to approve or disapprove the qualifications of the interior designer selected by the Contractor.

2.2.5.5 Construction Welders Certification: Employees who perform welding shall be certified by the State of Oklahoma prior to DO award IAW MIL-STD-248C and ANSI Z49.1.6. Refer to Specification Section 00 70 00, General Requirements for Construction on Tinker AFB, Paragraph 1.4 for additional welding requirements.

2.2.6 General Personnel Requirements: Contractor personnel and their sub-contractors are required to perform all tasks in a professional manner as determined by the CO. Personnel who do not perform their tasks in a professional manner or IAW the training, education, experience or other requirements listed below shall be removed by the CO. All field and site contractors and sub-contractor personnel, including those specifically listed in subsequent sections, shall meet the following requirements:

2.2.6.1 Personnel shall meet the training, medical surveillance, safety and health program requirements specified in OSHA Standard 29 CFR 1910.120, including Hazardous Waste Operations and Emergency Response (HAZWOPER) training. Contractor shall not allow uncertified personnel on site.

2.2.6.2 As a minimum, Contractor construction personnel such as the project manager, project superintendent, project quality control, health, and safety inspector(s), and project foremen shall be able to read, write, speak and understand United States common English. Contractors and subcontractors who operate a vehicle to perform a task shall have a valid and appropriate US state driver’s license for the vehicle(s) operated.

2.2.6.3 All employees shall have valid photo identification even if they are not driving on the installation Contractors working on Tinker AFB shall comply with all procedures outlined in TAFBI 31-101, AFI 10-245 and in accordance with TAFBI 31-101 para 5.3, all contractors/contractor personnel will be assessed a charge of $50.00 for each badge lost, willfully damaged, or not surrendered to Pass and Registration. No charge will be made on a replacement required due to normal wear. Personnel will report to Accounting and Finance, Accounts Receivable Unit and a DD Form 1131, Cash Collection Voucher, will be prepared and presented to Pass and Registration prior to issuing a replacement identification.

Identification will be surrendered to Security Forces personnel upon demand for the purpose of identification, investigation, abuse, misuse, or for any other reason necessary. Civilian and military retirees who conduct commercial business on base must obtain a badge through their place of employment. In accordance with TAFBI 31-101 para 7, all contractors/contractor personnel shall be subject to background checks as deemed necessary.

2.2.6.4 Personnel shall present a neat appearance that is easily recognized as a contract employee or sub-contractor. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee name. The badge shall be displayed on the outer clothing, on the front of the body between the neck and waist and must be visible at all times. The badge shall clearly identify the individual as a contract employee.

2.2.6.5 Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval IAW DoD Directive (DODD) 5000-7. Contractor shall not employ a Department of the Air Force employee if such employment would be contrary to the policies contained in AFI 64-106, Industrial Labor Relations Activities.

2.3 PERFORMANCE REQUIREMENTS:

2.3.1 General: Contractor shall accomplish all work IAW Tinker Construction Specifications Section 00 70 00 General Requirements for Construction on Tinker Air Force Base, Section 00 71 00 General Safety Requirements for Construction on Tinker Air Force Base and Section 00 72 00 Environmental Requirements for Construction on Tinker Air Force Base.

2.3.1.1 The contractor shall furnish all personnel, labor, equipment, tools, materials, plant, transportation, supervision, testing services, quality control, and other items and services necessary to design, manage, and accomplish a broad range of repair, alteration, and new construction work on various real property facilities. Designs may include the following disciplines: civil, architectural, landscape, interiors, structural, mechanical, plumbing, electrical, fire protection, and others. Projects shall include tasks in a variety of trades such as abatement, remediation, demolition, surveying, site work, landscaping, excavation, cast-in-place concrete, masonry, structural steel, interior finishes, electrical, mechanical (including HVAC), painting, carpentry, roofing, millwork, road repair, and other specialty and general contracting work.

2.3.1.2 The Contractor shall provide complete and fully operational facilities and systems upon DO completion. The final product provided by the Contractor shall conform to Government-accepted commercial and industrial quality standards with regard to fit, finish, form, and function as detailed in Statement of Work (SOW) for each DO, and industry standards and codes as typically referenced to and utilized by the trades industries.
