SPECIAL PROVISIONS FOR WORKING ON OR NEAR THE AIRFIELD
ON TINKER AIR FORCE BASE
Part 1 GENERAL
The following provisions shall apply when work is required to take place on the active airfield, within the clear zones, or in the primary surfaces as defined by Unified Facilities Criteria 3-
260-1, Airfield and Heliport Planning and Design.
1.1 CLOSURES
1.1.1 All runway and taxiway closures require coordination and scheduling with Base Operations. Written requests for closures shall be submitted to the CO no less than 45 calendar days prior to the requested date of closure. The request shall include:
1. The nomenclature of the runway/taxiway to be closed;
2. The area of the runway/taxiway where the work is to take place;
3. The requested date of closure;
4. The estimated duration of closure;
5. A detailed description of the work to be performed;
6. A list of the equipment required to perform the work;
7. An estimate of the personnel required to perform the work.
1.1.2 The CO shall coordinate with Base Ops to close the
requested runway/taxiway on or as close as possible to the date requested and for the length of time requested. The CO shall notify the contractor, in writing, of the date and length of time approved for closure.
1.1.3 It is the responsibility of the contractor to have the
necessary personnel, materials, and equipment ready to start work on the approved date of closure and to complete the work in the time requested. Under most circumstances, Base Operations will be unable to adjust flight and runway/taxiway utilization schedules to accommodate extensions to closures.
1.1.4 The contractor shall notify the CO, in writing, when the work on the closed runway/taxiway is complete.

1.2 SAFETY
1.2.1 Personnel
The contractor shall provide all of his personnel ear plugs and/or ear muffs to prevent injury to their auditory systems while working on the Airfield. Jet aircraft operating on the runways, taxiways, and aprons make these areas zones of high-level noise. The government will not be held liable for auditory system damage due to non or improper use of noise protection equipment.
This requirement is in addition to the contractor providing his personnel with safety equipment required by OSHA for the work to be performed.
1.2.2 Aircraft
The contractor shall maintain a clean work site and shall implement all measures necessary to insure that material and equipment do not interfere with or damage aircraft operating or parked in areas of the airfield that are not closed. NO FOD.
1.3 ACCESS RESTRICTIONS
1.3.1 No unescorted contractor vehicles, equipment, or personnel shall be on or cross any active runway or taxiway unless clearance is requested from, and granted by, the control tower. All contractor vehicles and mechanized equipment operating on the landing areas (the first 1,000 feet from either end of the runway) will be identified by approved, mounted, low intensity, amber flashing lights. When contractor operations require repeated vehicle or personnel crossing of an active runway, taxiway, or other controlled area, a two-way radio, furnished by the Government, will be used to maintain contact with the control tower. Use of the radio for other purposes will be strictly prohibited. The radio will be returned to the Government at the end of each workday, and will be reacquired as necessary.
1.4 HEIGHT RESTRICTIONS
1.4.1 The construction of any temporary structure or the use of any equipment that extends more than 12 feet above the ground within 1000 feet of a runway or that extends 50 feet above the ground elsewhere on Tinker AFB shall be approved by the Government prior to installation or use. Written request for approval shall be submitted to the CO no later than 21 calendar days prior to the date needed.

1.5 CLEANLINESS
1.5.1 The contractor shall maintain the cleanliness of his work site and all traversed runways, taxiways, aprons, and ramps at all times. He shall utilize methods and equipment to prevent spilling or dropping materials in these areas and shall utilize whatever method or equipment necessary to insure the removal of loose materials from these areas. The contractor shall remove all material and equipment to his staging area at the end of each work day. No material is to be stockpiled nor equipment stored within 1000 feet of the centerline of a runway.
1.6 EMERGENCIES
1.6.1 Evacuation Area
On the first day of work on the airfield, the contractor, a representative of the CO, and a representative of Base Ops shall identify an area a safe distance from the runway where the contractor is to move his personnel and equipment during an aircraft emergency.
1.6.2 Evacuation
During an aircraft emergency, the contractor shall vacate the work site. He shall move all personnel and equipment to the designated evacuation area. Evacuation orders will be given on short notice and will require expeditious action by the contractor.
1.7 INSPECTION and CLEANING
1.7.1 The contractor shall maintain, on site and in good working order, equipment capable of cleaning loose materials from the runway, taxiway, ramp, or apron. The contractor, accompanied by a Government representative, may be required to inspect the entire length of the runway and taxiway to insure that all personnel, debris, material, equipment, and tools have been removed from these areas.
