SUBMITTAL PROCEDURES
PART 1 GENERAL
1.1 SUBMITTAL IDENTIFICATION (SD)
Submittals required are identified by SD numbers and titles as follows:
SD-01 Preconstruction Submittals
SD-02 Shop Drawings
Shop drawings are to be either board or electronically drafted, shall be clear and legible, and shall be submitted on standard
“C” or “D” size paper. Information in the title block shall include the name of the project; the project number; the name and address of the contractor; the scale of the drawing; the date of the drawing; and the name and address of the company generating and utilizing the drawing (if different from the contractor).
Hand sketches, marked-up prints, or other non-standard prints are not acceptable. Shop drawings shall become part of the “As-
Builts” and shall be submitted in AutoCAD (.dwg) at project closure.

1.2 SUBMITTAL CLASSIFICATION
Submittals are classified as follows:
1.2.1 Government Approved
1.2.1.1 Approval by the Contracting officer is required of all submittals.
1.2.1.2 Government approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer.
1.2.1.3 The Contracting Officer's approval of submittals shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work.
1.3 GENERAL
The Contractor shall make submittals as required by the specifications. All submitted items shall clearly identify the name and address of the manufacturer or producer. The Contracting
Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same as those used in the contract drawings. Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor and each item shall be signed, and dated by the Contractor. Proposed deviations from the contract requirements shall be clearly identified. Submittals shall include items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves;
test reports; test cylinders; samples; O&M manuals (including parts list); certifications; warranties; and other such required submittals. Samples remaining upon completion of the work shall be picked up and disposed of in accordance with manufacturer's
Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.

1.4 SUBMITTAL SCHEDULE (AF FORM 66)
The Government will provide for each delivery order, AF Form 66, Schedule of Material Submittals, listing items of equipment and materials for which submittals are required by the specifications. This list may not be all-inclusive and additional submittals may be required.
1.5 SCHEDULING
Submittals covering component items forming a system or items that are interrelated shall be scheduled to be coordinated and submitted concurrently. Certifications to be submitted with the pertinent drawings shall be so scheduled.
1.6 TRANSMITTAL FORM (AF FORM 3000)
AF Form 3000, Material Approval Submittal, shall be used for submitting submittals in accordance with the instructions on the reverse side of the form. These forms can be procured from publishing houses. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.
1.7 SUBMITTAL PROCEDURES
Submittals shall be made as follows:
1.7.1 Procedures
1.7.1.1 The Contractor shall submit required submittals using AF
Form 3000 as the cover sheet. The Contractor shall submit four copies of all submittals required by the contract document unless specified elsewhere in the contract specifications.
1.7.1.2 All catalog cuts that are submittals, shall be marked or highlighted showing model numbers, capacities, finishes, sizes, etc., of actual proposed equipment. Each item submitted for approval shall have its own sheet provided for approval. Reference each item to applicable specification paragraph or drawing number. Where item is submitted as a result of changes, reference the contract modification number.
1.7.1.3 Prepare all shop drawings using actual job dimensions. Do not use dimensions shown on plans.

1.7.2 Deviations
For submittals, which include proposed deviations requested by the Contractor, the AF Form 3000 shall be clearly marked identifying the deviation. The Contractor shall set forth in writing the reason for any deviations and annotate such deviations on the submittal.
1.8 SUBMITTAL CONTROL
The Contractor shall carefully control his procurement operations to ensure that each individual submittal is made on or before the
Contractor scheduled submittal date.
1.9 APPROVED SUBMITTALS
1.9.1 Upon completion of review, the submittals will be
identified as having received approval by being signed by the Contracting Officer. Once approved/disapproved the reviewed submittal will be returned to the contractor.
1.9.2 Any substitutions shall go through the same submission and review process. The contractor shall provide written explanation for the substitution.
1.10 DISAPPROVED SUBMITTALS
The Contractor shall make all corrections required by the
Contracting Officer and promptly furnish a corrected submittal in the form and number of copies specified for the initial submittal. If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, a written notice shall be given promptly to the Contracting
Officer.
1.11 INCOMPLETE SUBMITTALS
1.11.1 The Government will not review incomplete submittals. It is the responsibility of the Contractor to insure that all submittals to the Government are accurate and complete. The submittal of inaccurate or incomplete information or drawings may unnecessarily delay the project.
1.11.2 No extension of time will be made for delays caused by inaccurate or incomplete submittals.

1.12 SUBMITTAL LIBRARY
The Contractor may generate a submittal library for construction materials that will not change from one delivery order to the next. The library may include, but is not limited to such items as concrete mix designs, asphalt designs, manufacturer specifications for materials or equipment, etc. It shall be the contractor’s responsibility to insure that submittals on file are current and accurate. It shall also be the contractor’s responsibility to make sure that submittals are filed for any change to the equipment or materials on file.
