CONTRACTOR FACILITIES

Part 1 GENERAL

1.1 GENERAL

1.1.1 The Government will provide the Contractor an area or areas on TAFB to stage equipment and materials necessary to fulfill the contract. The area shall be set up and maintained as stipulated below or as directed by the

Government.

1.1.2 A visual record, either film, video, or digital, shall be made of the area just prior to the contractor taking responsibility for it. This record shall become part of the project file.

1.2 STAGING AREA

1.2.1 The contractor shall be provided an on-base site on the

South side of TAFB, East of Building 860, of approximately

18,000 square feet to be used as a staging area.

1.2.2 The contractor shall maintain this area in a clean and

orderly manner at all times.

1.2.3 The contractor shall provide refuse containers of

sufficient size and quantity to insure site cleanliness.

The containers shall be clearly marked for their intended material.

1.2.4 The contractor shall limit the storage of his equipment and materials to within the area provided.

1.2.5 The contractor shall fence the area provided as specified in Section 1.5 of this specification.

1.2.6 The contractor shall provide safety equipment as specified in Section 1.6 of this specification.

1.2.7 The contractor shall be responsible for all notifications, receipts, handling, unloading, loading, and security of all equipment and material stored within the staging area.

1.3 UTILITIES

1.3.1 The Government will provide no utilities to the staging area.

1.3.2 All utilities provided to the site shall be at the

Contractor’s expense.

1.3.3 The Contractor, at his own expense, may have electricity connected to an office trailer.

1.3.4 The contractor shall provide temporary sanitary facilities within the fenced staging area. The units shall be self contained, single-toilet units. The contractor shall provide one unit for every 20 people working in the area.

The units and supplier shall be approved by the Government.

1.3.5 The sanitary facilities shall be serviced and cleaned as needed but not less than once per week.

1.3.6 Additional utilities, such as telephone, may be installed at the contractors own expense.

1.4 SECURITY

1.4.1 The security of the staging area is the responsibility of the contractor.

1.4.2 The contractor shall fence the area with a six feet tall chain link fence with an 80 percent screening fabric to screen the area from view.

1.4.3 The fence shall be temporary and the bases of all post

shall be concrete.

1.4.4 The fence shall be designed and installed so that it will not be displaced by a wind with a speed less than or equal to 60 miles per hour.

1.4.5 The fence shall be installed and maintained straight from corner to corner and shall be plumb.

1.4.6 The design, installation, and maintenance of the fence

shall be at no expense to the Government.

1.5 SAFETY

1.5.1 The contractor shall comply with all applicable DoD, USAF, and OSHA safety regulations.

1.5.2 The contractor shall insure that all required personal

safety equipment is available and is being properly used.

1.5.3 The contractor shall provide and maintain at least one

First Aid Kit in the staging area. The kit shall contain the items as specified by OSHA for the type of work being done and shall be rated for no less than the maximum number of persons in the area. Two or more first aid kits may be required.

1.5.4 All first aid kits are to be located in a highly visible, easily accessible place and the items in the kit shall not have expired.

1.5.5 The contractor shall provide fire extinguishers. The fire extinguishers shall be hand held, 10 pound, UL Rated, Class

ABC. The quantity and location of fire extinguishers shall be such that the distance to the nearest fire extinguisher in the staging area is not more than 100 feet.

1.5.6 The contractor shall provide, in addition to the

requirements of 1.6.5, at least one fire extinguisher for each enclosed trailer or van stored in the area. These fire extinguishers shall hand held, five pound, UL Rated, Class

ABC and shall be located inside the trailer or van as near to the exit as possible and practical.

1.5.7 All fire extinguishers shall be maintained in a highly

visible condition, in good working order, and with all inspections current.

1.5.8 All flammable materials and liquids shall be properly

marked and stored.

1.5.9 Safety equipment, first aid equipment, and fire suppression equipment shall be provided at no costs to the Government.

1.6 ACCESS

1.6.1 The Government will provide one access from a paved surface to the staging area.

1.6.2 Access to the staging area shall be by gravel surface.

1.6.3 The design and installation of additional accesses must be approved, in writing, by the Government prior to installation.

1.6.3.1 Any additional accesses shall be designed and

installed to support all contractor traffic without rutting.

1.6.3.2 Any additional accesses shall be properly maintained

by the contractor and shall not be a source of FOD for the Airfield.

1.6.3.3 Any additional accesses shall be removed at the end of the contract and the area restored to the condition it was in prior to the installation of the access.

1.6.3.4 The design, installation, maintenance, removal, and

restoration of all additional accesses shall be at no expense to the Government.

1.7 AREA MAINTENANCE

1.7.1 The contractor shall maintain the area in a clean, neat, and orderly manner at all times.

1.7.2 Grass and other vegetation within the area shall be neatly mowed.

1.7.3 Grass and other vegetation along and under the fence, under and around materials and equipment, and in any other area not accessible to a mower shall be neatly trimmed.

1.8 AREA RESTORATION

1.8.1 The contractor shall vacate the staging area no later than

10 calendar days before the end of the final period of performance for the last working delivery order.

1.8.2 All utilities, including wiring, piping, etc.,shall be

removed.

1.8.3 All contractor supplied fencing shall be removed.

1.8.4 The contractor shall restore the area to a condition as good as or better than it was just before his taking responsibility for the area.

1.8.5 A visual record shall be made and compared to the initial visual record for verification. This record shall become part of the project file.

1.9 JOB SITE SUPPORT AREA

1.9.1 Additional, short term, staging and working areas may be established for each delivery order with written approval of the Government.

1.9.2 Requests, including a site plan, shall be submitted to the

Government no later than 10 working days before their need.

1.9.3 Additional support areas shall be subject to all the

requirements of the staging area as specified in Section

1.3 of this specification with the following exceptions:

1.9.3.1 The size of the area shall be as approved;

1.9.3.2 The Government will provide no utilities to area;

1.9.3.3 The Government will provide no access from a paved

surface to the area.

1.10 ADMINISTRATIVE FIELD OFFICE

1.10.1 The contractor shall not maintain an Administrative Field

Office on Tinker Air Force Base.
