SPECIAL PROVISIONS FOR WORKING ON TINKER AIR FORCE BASE
PART 1 GENERAL
1.1 REFERENCES
OKLAHOMA CITY - AIR LOGISTICS CENTER - TINKER AIR FORCE BASE
INSTRUCTION (OC-ALC-TAFBI)

1.2 DEWATERING EXCAVATED AREA
It shall be the Contractor’s responsibility to protect the construction area from damage due to rainwater. The Contractor shall provide and maintain at the job site sufficient pumps to remove rainwater from the excavated area as soon as practicable.
1.3 HAUL ROUTES
The haul routes to be used by the Contractor shall be as directed on the project drawings or by the Contracting Officer.
1.4 AIRFIELD OPERATIONS
All contractor activities on the airfield shall be pre-coordinated with the Contracting Officer in conjunction with the
Chief, Airfield Management (CAM) prior to the Contractor proceeding on the airdrome. The provisions of OC-ALC-TAFBI 13-201 and Section 00 80 05; SPECIAL PROVISIONS FOR WORKING ON OR NEAR
THE AIRFIELD shall be strictly adhered to.
All runways, taxiways and aprons shall remain open during this project, unless specified otherwise by the Contracting Officer.
The height of construction vehicles and equipment shall be limited to 12 feet above the surface. Absolutely no equipment or personnel will be allowed on the aircraft movement area or within
200 feet of the runways without permission from the Tinker
Control Tower.
All Contractor personnel who will be operating their equipment or vehicles within the movement area or on any aircraft-parking ramp shall receive flight line driver training and have portable radios capable of communicating with Tinker Ground Control for projects over seven days.

The CAM may authorize certain contractors and other personnel to drive on the airdrome for short specified periods without completing the flight line driving training. However, Airfield
Management will brief contractors and project engineers (or other supervisors responsible for the work being accomplished) and will provide flight line orientation for contractor vehicle operators prior to allowing them to drive on the airdrome.
Prior to commencing work on this project, the Contractor shall coordinate with the Contracting Officer for any airfield authorization passes that may be required.
Taxiing and towed aircraft shall have the right-of-way at all times. Close coordination will be maintained between the
Contractor's on-site foreman and the Airfield Manager.
1.5 TRAFFIC CONTROL AND BARRICADES
1.5.1 Automobile Movement Areas
Construction areas affecting automobile movement areas shall be protected by an adequate number of barricades with working flashing lights, warning devices, construction signs, flagmen and personnel. The barricades and warning devices shall be in accordance with the “Manual on Uniform
Traffic Control Devices for Streets and Highways” developed by the U.S. Department of Transportation as an approved national standard. All costs associated with providing the traffic control and barricades shall be considered incidentals and shall be borne by the Contractor at no additional cost to the Government.
1.5.2 Road Closures
On two lane roads, only one lane may be blocked at a time.
On four lane roads, at least two lanes shall be kept open at all times and three at rush hour.
1.6 WASTE AREA
Unless otherwise specified in these specifications, all waste materials removed shall become property of the Contractor and shall be taken off base for disposal. Disposal site location shall be the responsibility of the Contractor.

PART 3 EXECUTION
3.1 Winter Recess
A winter recess, between December 1 and March 1, can be negotiated per Delivery Order between the Contracting Officer and the Contractor. It shall be a no cost modification to the contract moving the Delivery Order completion date the amount of the recess time.
