About this opportunity
The Department of Energy National Nuclear Security Administration seeks technical support services for initiating a new Site-Wide Environmental Assessment (SWEA) under the National Environmental Policy Act (NEPA) at Sandia National Laboratories, California, with revised quotations due June 9, 2026 at 1400 Mountain Time.
This procurement is unrestricted and competitively conducted under the DOE-Wide NEPA Blanket Purchase Agreement using GSA Federal Supply Schedule. Place of performance is Livermore, California, approximately 407 acres containing 92 facilities totaling 960,000 gross square feet, with work performed remotely from the contractor's U.S. location and on-site travel as needed. The period of performance runs June 29, 2026 through June 28, 2027, with a six-month option period (June 29, 2027 through December 28, 2027).
The Statement of Work requires preparation of a comprehensive SWEA analyzing environmental impacts of continued SNL/CA operations across resource areas including land use, visual resources, geology, water resources, air quality, noise, biological resources, cultural resources, socioeconomics, transportation, infrastructure, materials and waste management, human health and safety, and accident analysis. The main SWEA document shall not exceed 75 pages excluding citations and appendices. Deliverables include a Project Management Plan, data gap analysis, multiple draft versions with internal and external review cycles, final SWEA with Finding of No Significant Impact determination, and a complete Administrative Record. The contractor must employ qualified legal counsel licensed and in good standing with a state bar to perform NEPA-related legal review. No security clearances are required.
The contract is hybrid firm-fixed-price for labor with time-and-materials for travel and other direct costs. Other direct costs are capped at $23,322 for the base period. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology with three pass/fail factors: technical approach demonstrating ability to meet all SOW requirements, staffing approach with labor categories and key personnel meeting minimum education and experience qualifications, and cost/price for reasonableness and fairness. Award goes to the technically acceptable vendor offering the lowest total evaluated price. Questions due June 2, 2026 at 1400 Mountain Time. NAICS code 541620, PSC B510. Amendment 4 was issued June 4, 2026.
