About this file
This document is Attachment M-1 to RFQ 89233126QNA000465 Amendment 1, dated April 20, 2026, which establishes the basis of award and evaluation factors using a Lowest Price Technically Acceptable (LPTA) methodology.
The RFQ employs a three-factor evaluation approach. Factor 1 requires vendors to demonstrate technical capability through a concise description of how all Statement of Work (SOW) requirements will be performed, evaluated on a pass/fail basis with no subjective assessment; quotations are acceptable only if they clearly demonstrate ability to meet all SOW requirements with no material omissions. Factor 2 addresses the staffing approach on a pass/fail basis, requiring vendors to provide labor categories, hours, and identification of key personnel (if applicable) that meet minimum education and/or experience requirements defined in the SOW; staffing is acceptable if proposed labor categories, hours, and key personnel meet minimum requirements and demonstrate sufficient capability. Factor 3 evaluates the total proposed price, including all labor, direct costs, and options, for reasonableness and fairness. The Government will award the task order to the offeror that is technically acceptable under Factors 1 and 2 and offers the lowest total evaluated price. No trade-off analysis will be performed beyond verifying minimum technical acceptability, with price serving as the primary criterion for award among proposals meeting all minimum technical requirements.

The submission shall focus on objective information demonstrating capability to perform the work in accordance with the SOW.
Minimum Acceptability: The quotation is acceptable if it clearly demonstrates the ability to meet all SOW requirements with no material omissions.
Evaluation: Quotations will be evaluated on a pass/fail basis against the stated requirements. No subjective strengths or weaknesses will be assessed.
Factor 2 – Staffing Approach (Pass/Fail) The vendor shall provide staffing information including labor categories, hours, and identification of key personnel (if applicable). Any key personnel shall meet minimum education and/or experience requirements as defined in the SOW.
