About this file
This is an Attachment M-1 to RFQ 89233126QNA000465, dated April 15, 2026, outlining the basis of award and evaluation factors for a Lowest Price Technically Acceptable (LPTA) procurement.
The evaluation employs a three-factor approach with a pass/fail structure for technical factors. Factor 1 – Technical Approach requires vendors to demonstrate clear understanding of Statement of Work (SOW) requirements and provide a comprehensive plan addressing all core technical aspects, including management roles, responsibilities, and processes for ensuring timely, high-quality deliverables. Factor 2 – Staffing Approach requires submission of a staffing plan that specifies adequate staffing levels to meet the SOW scope, qualifications and experience of key personnel with minimum education and experience requirements, organizational structure depicting supervisory relationships and team composition, and clear role and responsibility descriptions. Both technical factors are evaluated on a pass/fail basis, with only proposals meeting all minimum criteria considered technically acceptable. Factor 3 – Cost/Price evaluates the total proposed price, including all labor, direct costs, and options, for reasonableness and fairness. The basis of award is the technically acceptable proposal (meeting all minimum criteria in Factors 1 and 2) offering the lowest total evaluated price. No trade-off analysis occurs beyond verifying minimum technical acceptability; price is the primary award criterion among technically qualified proposals.

BASIS OF AWARD AND EVALUATION FACTORS LOWEST PRICE TECHNICALLY
ACCEPTABLE (LPTA)
Evaluation Criteria:
Factor 1 – Technical Approach (Minimum Acceptability) The vendor shall demonstrate a clear understanding of the technical requirements outlined in the SOW and provide a plan that fully addresses all core technical aspects necessary for successful contract performance. The proposal must include a narrative describing the technical approach, including management roles, responsibilities, and processes to ensure timely, high-quality deliverables.
Minimum Acceptability: The proposal must address all core technical requirements without significant gaps or deficiencies.
Evaluation: Proposals will be reviewed on a pass/fail basis. Only those meeting all minimum technical criteria will be considered technically acceptable.
Factor 2 – Staffing Approach (Minimum Acceptability) The vendor shall submit a staffing plan that includes:
Staffing levels sufficient to meet the scope of work as outlined in the SOW.
Qualifications and experience of key personnel, including minimum education and/or experience requirements.
Organizational structure showing supervisory relationships, team composition, and subcontracting arrangements (if applicable).
Clear description of roles and responsibilities for all staff involved.
Minimum Acceptability: The staffing plan must meet or exceed the minimum qualification requirements and demonstrate an organizational structure capable of executing the scope of work.
Evaluation: Proposals will be reviewed on a pass/fail basis. Only those meeting all minimum staffing criteria will be considered technically acceptable.
Factor 3 – Cost/Price The Government will evaluate the total proposed price, including all labor, direct costs, and options, for reasonableness and fairness. The lowest priced proposal that is deemed technically acceptable in Factors 1 and 2 will be selected for award.
Basis of Award:
The Government will award a task order to the offeror that is technically acceptable (meets all minimum criteria in Factors 1 and 2) and offers the lowest total evaluated price.
No trade-off analysis will be performed beyond verifying minimum technical acceptability; the primary criterion for award is price among those proposals that meet all minimum technical requirements.
