This acquisition will be conducted under the DOE-Wide National Environmental Policy Act (NEPA) Blanket Purchase Agreement (BPA). This RFQ is for the preparation of a new SNL/CA SWEA. This effort will include, but not be limited to, supporting the DOE/NNSA Sandia Field Office (SFO) in the areas of Cooperating Agencies, public, and stakeholder input, document preparation, technical studies and analyses, site review and data collection, document review, advertisements, meetings/hearings, etc. In this document the effort to prepare a new SWEA will be referred to as the SNL/CA SWEA. The SNL/CA SWEA must meet the requirements of NEPA of 1969, DOE NEPA Implementing Procedures, DOE Policy

This SNL/CA SWEA will review and analyze all impacts (both direct and reasonably foreseeable) of SNL/CA operations in Livermore, CA. SNL/CA operates primarily on approximately 407 acres of Federal land owned by NNSA, which is bound by the City of Livermore to the west, Lawrence Livermore National Laboratory (LLNL) to the north, and privately-owned rural and agricultural land to the south and east. SNL/CA is made up of 92 facilities totaling approximately 960,000 gross square feet. Most of the facilities continue to operate with the same types of activities as they did when they were constructed, although some repurposing and reconfiguring existing activities (e.g., moving operations to different buildings) have taken place at SNL/CA for decades to ensure the efficient use of space.
This RFQ is being issued under the DOE-wide Master NEPA BPA. The NAICS code for this acquisition has been identified as 541620, Environmental Consulting Services, with a small business-sized standard of $19 Million. Vendors are reminded that this is a competitive requirement conducted under Federal Acquisition Regulation (FAR) Part 8 General Services Administration (GSA) Federal Supply Schedule (FSS) contract. The Vendors shall furnish adequate and specific information in response to the technical evaluation criterion.
The Government intends to award one (1) task order to the vendor that demonstrates the lowest price/technically acceptable quote to the Government with potential Period of Performance (PoP) which is comprised of a one (1) year base period and one (1) six (6) month option period. The quotes will be evaluated based on three (3) factors: Factor 1) Technical Approach; Factor 2) Staffing Approach; Factor
3) Cost/Price. The quote that meets all evaluation criteria across all Factors and is determined to provide the low price/technically acceptable quote will be considered most advantageous to the Government. For example, a quote will be deemed unacceptable if it does not represent a reasonable initial effort to address essential requirements of the RFQ or if it clearly demonstrates that the Vendor does not understand the requirements of the RFQ. In addition, the Government reserves the right to reject any quote that includes an assumption or condition that impacts or affects the Government’s requirements. The Government reserves the right to immediately cease evaluating and reject any quote that is determined to contain a deficiency in any evaluation factor or fails to address a material requirement of the RFQ. In addition, a rating of less than satisfactory in one evaluation factor may result in the elimination of the quote from further consideration regardless of the ratings of the other factors; and therefore, no further technical or price evaluation will be performed. If a quote is rejected, a notice will be sent to the Vendor stating the reasons the quote will not be considered for further evaluation under this RFQ. In accordance with Attachment L-2, Task Order Price Quote instructions the Vendor (and any quoted team members, if applicable) shall identify its quoted GSA Federal Supply Schedule (FSS) rates, NEPA BPA ceiling rates, applied discounts, and resultant quoted discounted labor rate(s). Labor rates must be in accordance with the BPA’s Ceiling Labor Rates as stated in the associated BPA and Vendors are encouraged to quote additional discounts to the maximum ceilings. The quoted labor rates shall not exceed the applicable unexpired FSS rates or the BPA’s ceiling rates. Any quoted Service Contract Act (SCA) labor categories shall be identified with an (*) next to the labor category name. All fully-burdened labor rates are set at task order award and not subject to subsequent FSS changes.
(b) For the period of performance covered by the Vendor’s current FSS rates, the quoted labor rates shall not exceed the applicable unexpired FSS rates. If the Vendor’s current FSS rates (including any team member’s GSA FSS) do not cover the quoted period of performance, the Vendor may escalate the current rates for out-year performance periods.
(c) Taxes. Quoted fully burdened labor rate(s) shall include all applicable local, state and federal taxes and duties.
(d) Other Direct Costs (ODCs). These CLINs are non-fee/profit bearing and are intended to cover the direct costs of ODCs (i.e. mailing, travel, supplies etc.). No reimbursement for ODC indirect costs will be allowed - see clause 52.212-4 (Alt I)(i)(ii)(D)(2), filled-in as “None.” For evaluation purposes and to establish a CLIN ceiling, the Vendor shall use the Government’s estimated not-to-exceed (NTE) amounts as specified in the Task Order Price Quote.
(e) Option to Extend Services. The Government has included FAR 52.217-8, Option to Extend Services in this requirement. For the purposes of evaluation only, the Government will calculate and evaluate the Option to Extend Services by applying the quoted final period rates/prices to the same types of quoted labor including a proportionate amount of other direct costs, if appropriate, for an additional six-month period. This option will not be included in the total value of the award. It should be noted that FAR 52.217-8, Option to Extend Services, may be exercised at any time during performance and may be exercised more than once and for varying duration(s). The
RFQ # 89233126QNA000465
Government intends to price the Option to Extend Services period during contract performance in accordance with the language in FAR 52.217-8. Accordingly, the Vendor shall not quote a separate price for the potential FAR 52.217-8 extension. These rates/prices may be adjusted only because of revisions to prevailing labor rates provided by the Department of Labor.

Within Volume III, the Vendor shall identify the labor categories covered by the Service Contract Act (SCA) as described in paragraph (a) above within Attachment L-2, Task Order Price Quote. If multiple Wage Determinations apply to the Vendor’s quoted approach, ensure that Price Quote clearly identifies what SCA labor categories apply to which Wage Determination location(s). The applicable Wage Determination(s) will be incorporated into the Task Order at time of award.
Additional Cost/Price Information: Volume III shall be the only volume to contain price/cost information with the exception of the completed SF1449 in Volume I Within Attachment L-2, all tabs must be completed, or the quote submission may be rendered unacceptable and incomplete. Any discrepancy between the sum of total CLIN prices on Attachment L-2 and the associated Contract’s SF 1449 (Block 24) Item (CLIN) prices will be corrected and the SF 1449 (Block 24) Item (CLIN) prices will be adjusted accordingly by the Government to match those prices quoted in Attachment L-2. Only amounts quoted within Attachment L-2 will be considered for award.
