About this file
This is an Evaluation Factors document (Amendment 3) that establishes the basis of award and evaluation criteria for RFQ 89233126QNA000465 for Technical Support Services related to National Environmental Policy Act (NEPA) compliance at Sandia National Laboratories, California. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation approach with award to the technically acceptable vendor offering the lowest total evaluated price.
The evaluation consists of three factors: Factor 1 - Technical Approach (Pass/Fail) requires vendors to demonstrate ability to meet all Statement of Work requirements through a concise description of task performance, with acceptability determined by clear demonstration of capability with no material omissions; Factor 2 - Staffing Approach (Pass/Fail) requires vendors to provide labor categories, hours, and key personnel identification meeting minimum education and experience requirements specified in the SOW, with acceptability based on meeting minimum staffing requirements and demonstrating sufficient capability; and Factor 3 - Cost/Price, which is not rated but used to determine best value, includes the total base-period price and a six-month Option to Extend Services (if FAR 52.217-8 applies), with the Government calculating option pricing by applying quoted final period rates to the same labor types and proportionate other direct costs. The Government reserves the right to analyze pricing for balance per FAR 15.404-6 and may reject vendors if pricing imbalance poses unacceptable risk. The Period of Performance is June 29, 2026 through June 28, 2027, with a revised quote submission deadline of June 9, 2026 at 1400 MT. The document includes internal comments regarding evaluation language consistency between factors.

BASIS OF AWARD AND EVALUATION FACTORS LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA)
Evaluation Criteria:
Factor 1 – Technical Approach (Pass/Fail) The vendor shall demonstrate the ability to meet all requirements of the Statement of Work (SOW) by providing a concise description of how the required tasks will be performed. The submission shall focus on objective information demonstrating capability to perform the work in accordance with the SOW.
Minimum Acceptability: The quotation is acceptable if it clearly demonstrates the ability to meet all SOW requirements with no material omissions.
Evaluation: The vendor’s technical approach will be evaluated on a pass/fail basis against the stated requirements.
Factor 2 – Staffing Approach (Pass/Fail) The vendor shall provide staffing information including labor categories, hours, and identification of key personnel (if applicable). Any key personnel shall meet minimum education and/or experience requirements as defined in the SOW.
Minimum Acceptability: Staffing is acceptable if the quoted labor categories, hours, and any key personnel meet the minimum requirements and demonstrate sufficient capability to perform the work.
Evaluation: The vendor’s staffing approach will be evaluated on a pass/fail basis against minimum requirements. Comment by Rodriguez, Krystal: In Factor one, you state that “no strengths and weaknesses will be assessed.” On Factor 2 you are silent, does that mean you MAY assess strengths and weaknesses.
Find it odd that we call it out in one factor but not the other. I would think you would not want to speak to strengths, weaknesses or comparative evaluations for either factor.
Did Legal tell you to put this language? If they didn’t, you may want to consult with an advisor on the two sentences I have crossed out for Factor 1 and 2. Comment by Armstrong, Carla: Legal weighed in on LPTA factors initially.
Factor 3 – Cost/Price The vendor’s total quoted price will not be rated but will be used to determine the best value to the Government. The total evaluated price includes:
(a) The total base-period price (including all Government provided ODC amounts);
(b) The six-month Option to Extend Services, if FAR 52.217-8 is included in the solicitation (including all Government provided ODCs/Travel amounts, if applicable). For evaluation purposes only, the six-month Option to Extend Services (if FAR 52.217-8 is included in the solicitation) will be calculated by the Government by applying the quoted final period rates/prices to the same types of quoted labor including a proportionate amount of other direct costs, if appropriate, for an additional six-month period.
The Government may use any of the price analysis techniques specified in FAR 15.404-1 to determine reasonableness. In accordance with FAR Part 15.404-6, the Government will analyze the quoted CLIN and annual pricing for balance and may reject a vendor if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
Basis of Award:
The Government will award a task order to the vendor that is technically acceptable (meets all minimum criteria in Factors 1 and 2) and the vendor with the lowest total evaluated price.
