1.0 INTRODUCTION
The United States (U.S.) Department of Energy (DOE), National Nuclear Security Administration (NNSA), Sandia Field Office (SFO), is initiating a new site-wide environmental assessment (SWEA) process to ensure National Environmental Policy Act (NEPA) compliance for ongoing operations and future projects at Sandia National Laboratories, California (SNL/CA). The NNSA is a semiautonomous agency within the DOE that administers the Management and Operations contract for the operation of SNL/CA and oversees contractor operations. SNL is a multi-mission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC (NTESS), a wholly owned subsidiary of Honeywell International Inc., for DOE/NNSA SFO. SNL is one of DOE/NNSA’s three national security laboratories with various locations throughout the country. This SWEA will only evaluate activities at SNL/CA’s location in Livermore, California. Sandia’s primary mission is to function as a nuclear weapons research, development, and engineering laboratory. The continued operation of SNL/CA is critical to NNSA’s Stockpile Stewardship and Management Program (SSMP) to prevent the spread and use of nuclear weapons worldwide. Sandia also engages in other strategic areas that impact national security and global stability, in accordance with Title 50 of the United States Code. Additionally, Sandia is an NNSA-sponsored Federally Funded Research and Development Center (FFRDC), as defined by the Federal Acquisition Regulations within Title 48 of the Code of Federal Regulations (CFR). Currently, generation and growth of new portfolios continue in the areas of nuclear energy, nuclear weapons engineering, security (global, homeland, weapons), bioscience, and robotics. At SNL/CA specifically, specialized research and development (R&D) programs include combustion and energy, applied biosciences, and the impact of hydrogen on materials, as well as specialized manufacturing and environmental testing.
DOE/NNSA SFO requires the preparation of a new SNL/CA SWEA. This effort will include, but not be limited to, supporting the DOE/NNSA SFO in the areas of Cooperating Agencies, public, and stakeholder input, document preparation, technical studies and analyses, site review and data collection, document review, advertisements, meetings/hearings, etc. In this document the effort to prepare a new SWEA will be referred to as the SNL/CA SWEA. This Statement of Work describes the services and deliverables that will be required.
2 RFQ 89233126QNA000465
The SNL/CA SWEA must meet the requirements of NEPA of 1969, DOE NEPA Implementing Procedures, DOE Policy 451.1 NEPA Compliance Program, and NNSA Policy NAP-451.1 NEPA Compliance Program.
This SNL/CA SWEA will review and analyze all impacts (both direct and reasonably foreseeable) of SNL/CA operations in Livermore, CA. SNL/CA operates primarily on approximately 407 acres of Federal land owned by NNSA, which is bound by the City of Livermore to the west, Lawrence Livermore National Laboratory (LLNL) to the north, and privately-owned rural and agricultural land to the south and east. SNL/CA is made up of 92 facilities totaling approximately 960,000 gross square feet. Most of the facilities continue to operate with the same types of activities as they did when they were constructed, although some repurposing and reconfiguring of existing activities (e.g., moving operations to different buildings) has occurred at SNL/CA for decades to ensure the efficient use of space.
Most of the built environment at SNL/CA occurs within the approximately 157-acre interior of the site.
Additionally, about 106 acres are restricted for use as a wildlife preserve, which is generally located on the southern portion of SNL/CA. The remaining nearly 143 acres consist of undeveloped areas and buffer zones (along Arroyo Seco and site boundaries). An aerial photograph of SNL/CA and the site boundaries is included as Attachment A.
The SNL/CA SWEA will describe the potential environmental impacts of three alternatives for the continued operation of SNL/CA in Livermore. The DOE/NNSA SFO will be responsible for this overall NEPA effort. The NEPA documentations inputs and reviews will be shared by DOE/NNSA SFO and SNL/CA (i.e., NTESS). It is anticipated that the California Department of Fish and Wildlife, the California Department of Toxic Substances Control, the City of Livermore, and/or Alameda County may request to participate as Cooperating Agencies because, as land managers around SNL/CA, they have an interest in activities conducted on site by DOE/NNSA SFO and SNL/CA. It is anticipated that LLNL may participate as a collaborating entity based on the proximity of the two sites. For purposes of this scope of work, it should be assumed that there would be one cooperating agency and one collaborating entity.
2.0 BACKGROUND
The NEPA establishes policy, sets goals, and specifies the process for carrying out protection of the environment. In part, NEPA states that all Federal agencies will “utilize a systematic, interdisciplinary approach which will ensure the integrated use of the natural and social sciences and the environmental design arts in planning and in decision making which may have an impact on man's environment.”
Section 106(b)(2) of NEPA states “An agency shall prepare an environmental assessment with respect to a proposed agency action that does not have a reasonably foreseeable significant effect on the quality of the human environment, or if the significance of such effect is unknown… Such environmental assessment shall be a concise public document prepared by a Federal agency to set forth the basis of such agency’s finding of no significant impact or determination that an environmental impact statement is necessary.” The DOE has adopted agency specific NEPA regulations that describe in detail how the DOE will implement the requirements of NEPA. The DOE NEPA Implementing Procedures are available online at: https://www.energy.gov/nepa/articles/doe-nepa-implementing-procedures-june-2025
In 2003, DOE issued a Final Site Wide Environmental Assessment for Sandia National Laboratories/California (SNL/CA SWEA) (DOE/EA-1422), which is included as Attachment B. DOE selected and implemented the SNL/CA SWEA Maximum Operations Alternative for its activities. In 2012, the Supplement Analysis for the Final Site-Wide Environmental Assessment for Sandia National Laboratories/California (DOE/SWEA-1422-SA-01), which is included as Attachment C, was prepared to evaluate ongoing mission work.

3 RFQ 89233126QNA000465
While the 2003 SWEA and/or 2012 SA may be used to provide background and contextual information, DOE NEPA Implementing Procedures require that the analysis in the new SWEA shall be based on current technical information and regulations, including revoked and new executive orders and changes to NEPA. As described in Section 3.3. of the DOE NEPA Implementing Procedures, DOE may only rely on a previous environmental assessment if the actions analyzed and DOE’s proposed action are substantially the same. Therefore, given that the 2003 SWEA and the proposed action (i.e., future research and site development at SNL/CA) are substantially different, the 2003 SWEA cannot be relied upon for analysis.
3.0 SCOPE OF WORK
The Contractor will provide the necessary personnel and resources to prepare the SNL/CA SWEA for all ongoing and projected facilities, operations, programs, and plans at SNL/CA. SNL/CA is a multi-program laboratory, including its role in national security systems, nuclear weapons and systems, the expansion of its work for other federal agencies and non-federal entities, energy initiatives, UAS and CUAS testing and operations, and growing work with nanomaterials and biological materials.
The SWEA will describe the potential environmental impacts of the continued operation of SNL/CA.
Once completed, the SNL/CA SWEA will support DOE/NNSA SFO NEPA determinations regarding new and expanded facilities, programs, plans, and the continued operations of all SNL/CA missions on NNSA property.
In June 2025, Sandia received an approved Biological Opinion (BO) from the United States Department of Fish and Wildlife. The BO and supporting Biological Assessment (BA) would be available upon request. The Contractor will evaluate all available data and create a data gap analysis to identify additional data needs for the SNL/CA SWEA. Examples of potential gaps in the scope of future activities are aviation programs, Strategic Partnership Projects, Laboratory Directed Research & Development, protection of cultural resources and wildlife habitat, large infrastructure projects, transportation network characteristics, etc. Examples of potential gaps for baseline environmental information include, but are not limited to, air quality, noise, transportation, and waste management and hazardous waste.
The SNL/CA SWEA must also include and address data for new facilities currently under construction consideration at SNL/CA, including but not limited to:
• Chemical and Surface Science Lab (CheSS)
• Materials Analysis Development & Synthesis (MADS) facility
• Hydrogen Science and Engineering Laboratory (HySEL)
• Sandia CA Active Neutron Interrogation (SCANI)
• Biodefense Lab (BDL)
• Bioresource Security S&T Lab (BuRSST)
These construction activities have not yet been considered under NEPA. In addition, several construction projects that have been considered under NEPA may be under construction during preparation of the
SWEA.
The main body of the SWEA analysis will not exceed 75 pages in length not including citations or appendices, in accordance with NEPA Section 107(e)(2). The Contractor will prepare the SWEA pursuant to DOE’s NEPA Implementing Procedures (June 30, 2025). The Contractor will comply with all applicable: (1) Federal, State, and local environmental statutes, instructions, directives, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and
(2) Presidential Executive Orders in effect on the date of issuance of this SOW.
4 RFQ 89233126QNA000465
The Contractor shall include time to make changes to draft documents based on modification of these regulations or Orders, if needed, and time to ensure final document are compliant with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C 794d).

standards or service levels are achieved by the Contractor. The actions and incentives whether positive or negative are indicated for each deliverable and are described in A and B Notes associated with Table 1.
The Contractor will be responsible for obtaining and maintaining any registration or certification as required by the various federal, state, and local regulatory agencies, and any other registrations, certifications, licenses, permits, warrants, or other credentials or permissions required to perform the contracted tasks. The Contractor will accept directions only from the SFO Contracting Officer (CO) or technical clarifications from the duly authorized Contracting Officer’s Representative (COR). Any changes to the project scope or other provision of this SOW must be authorized in writing by the CO.
The Contractor will have an active role in the SNL/CA SWEA Team, which will be led by a SFO NEPA Compliance Officer and SNL/CA. The Team will review documents, resolve technical issues, and provide technical input into data analysis, methodologies, and responses to comments from both internally (i.e., the Team, SFO SMEs [e.g., legal], NNSA General Council [GC], and NNSA Headquarters [HQ]) and externally (i.e., public).
Task 1.1 - Contractor’s Project Management Plan (PMP) The Contractor shall prepare a PMP that will facilitate visual tracking per tasks (e.g., Integrated Master Schedule, Gantt chart, Plan of Action Milestones, budget spending per task [i.e., burn rate], etc.)
associated with this NEPA effort (Deliverable 1.1). The Contractor will present to the SWEA Team an initial PMP at the post-award/kickoff meeting (Task 2.1). The PMP will be revised based on expectations presented at post-award/kickoff meeting and will be revised as needed throughout the period of performance of the contract. The Contractor shall update the PMP that will identify the schedule per task to include identification of planned and actual dates along with costs to obtain a final SWEA and determination. The Contractor will be required to revise and consult with SFO on significant changes to the PMP such as schedule and costs. Additionally, the Contractor may be asked to provide status updates upon request from SFO and/or CO.
The PMP shall include a SWEA-wide document and style guide that would be distributed to all authors and reviewers participating in the production of the SWEA. The document and style guide shall include instructions for consistent writing throughout the SWEA, including (but not limited to): project titles, paragraph and heading styles, definitions and references, and figure styles. In addition, it is expected that the document and style guide will include instructions to authors and analysts to make any data requests as soon as feasibly possible to prevent schedule delays. A strong project manager who can organize and guide technical experts will be crucial to delivering an on-schedule and legally sufficient SWEA.
The PMP shall also include a plan for the consolidation and collection of comments on SWEA drafts. It is anticipated that comments from the Government would be consolidated and organized based on the severity or criticality of the comment. The PMP shall identify the appropriate format for comments to be provided in, such as Microsoft word track changes or a comment table. If additional resources are needed to capture comments (such as a comment table), the Contractor shall be responsible for preparing these materials.
Task 2: Meetings
It is anticipated some meetings including those with Cooperating Agencies, public, and/or data-collection will take place virtually, either instead of or in addition to, in person meetings as determined by and in coordination with the SFO. The Contractor will support logistical and scheduling requirements of virtual meetings, data-collection, and meeting minutes. The Contractor will attend, and support meetings and teleconferences as required by this NEPA effort.
7 RFQ 89233126QNA000465
Task 2.1 - Post-Award / Kick-Off Meeting The Contractor will attend post-award/kickoff meeting(s) with DOE/NNSA SFO, SNL/CA, and other Points of Contact (POC) personnel, to be scheduled within thirty (30) calendar days of award date (Deliverable 2.1). The Contractor will prepare the agenda, minutes, and presentation materials for the post-award/kickoff meeting. The presentation will also include the PMP (Task 1.1) and an outline of data collection methods for the SNL/CA SWEA.
Task 2.2 – Project Management Meetings / Teleconferences The Contractor shall coordinate (e.g., provide call-in services, virtual meetings [Microsoft Teams], and coordinate schedules) and participate in project management meetings/teleconferences at least once per month to discuss project scoping, contract issues/concerns, progress reviews, technical project issues/concerns/scoping, project definition activities, project status, cooperating agency/collaborating entity meetings, and general information exchange concerning current and future activities. The Contractor shall prepare the agenda, minutes, and presentation materials for meetings attended (Deliverable 2.2).
Task 2.3 - On-Site Data Collection / Data Gap Identification The Contractor shall perform a project site review and collect new and existing data from SFO and SNL/CA personnel following the post-award/kickoff meeting (Task 2.1). The government will support project site visit access requirements such as temporary badging, escorting, etc. to SNL/CA if and/or when needed. Existing data will start with the 2003 SWEA and its 2012 supplement analysis along with other known and proposed actions (i.e., facilities, operations, programs, and plans) to serve as the baseline data for preparing the SNL/CA SWEA. Technical meetings with SFO and SNL/CA personnel will take place during the site review/data collection effort. The Contractor shall perform a data gap analysis of the existing data and previously documented NEPA checklists (Deliverable 2.3).
The Contractor shall submit the data gap analysis to SFO and SNL/CA personnel within thirty (30) calendar days after the conclusion of the data gap analysis. The data gap analysis shall include any actions that were previously omitted from SNL/CA NEPA documentation that need to be included in the SNL/CA SWEA and/or have been identified as needing a separate programmatic EA. It is anticipated that a major data gap to be identified will be future development plans, including the locations and sizes of future buildings, as well as the characteristics of those buildings. It is anticipated that the Government and Contract will work together to identify a future development plan that meets the needs of SNL/CA and complies with NEPA.
Task 2.4 – Solicitation of Cooperating Agencies/Native American Tribes The Contractor will prepare Cooperating Agency invitation letters (Deliverable 2.4) to be sent to up to one Cooperating Agency and one Collaborating Entity. These letters will be printed on DOE/NNSA letterhead and coordinated by SFO to be signed by SFO Manager and sent. In addition, the Contractor shall support the preparation of consultation letters for Native American Tribes in compliance with Section 106 of the National Historic Preservation Act (NHPA).
Task 3: Support Documents
Task 3.1 – Overview of SNL/CA Operations, Programs, and Facilities; and the Description of the Proposed Action Existing NEPA documents (i.e., the 2003 SWEA and 2012 SA), information gathered by the Government in 2025 about existing and future operations, recent technical reports, and strategic planning documents will serve as the starting point for drafting the Overview of SNL/CA Operations, Programs, and Facilities (Overview) and the Description of the Proposed Action (Proposed Action). The goal of this task is to produce a detailed statement of existing and future conditions at SNL/CA (including a narrative, tables, 8 RFQ 89233126QNA000465 and graphics) for use in the technical analysis for the SWEA. No analysis should be conducted prior to the completion of Task 3.1 to ensure that all authors base their analyses on consistent data.
The Contractor will prepare three drafts of the Overview and Proposed Action: (1) the first draft Overview and Proposed Action, which will be reviewed by SFO and SNL/CA (Deliverable 3.1.1); (2) the revised Overview and Proposed Action which will be reviewed by SFO, SNL/CA, and Cooperating/Collaborating Agencies, if necessary (Deliverable 3.1.2); and (3) the interim final Overview and Proposed Action (Deliverable 3.1.3), which shall include the Introduction and Purpose and Need (Task 3.2). Assume a minimum of a thirty (30) calendar day review for the first draft (Deliverable 3.1.1) and a minimum of a ten (10) calendar day review for the revised draft (Deliverable 3.1.2) will be required. The Contractor will submit all drafts electronically through the FTP website created for this effort. The Contractor will support the compilation, tracking, answering, and resolution of comments on the first and revised drafts and revise the documents based on comments. After comments have been submitted to the Contractor, the Contractor will have in-person and/or telecon(s) to discuss any problems or questions on the comments along with how those comments will be addressed and resolved. The Contractor will prepare electronic versions - one clean and one showing tracked changes - of the revised (Deliverable 3.1.2) and interim final (Deliverable 3.1.3) drafts.
Task 3.2 – Introduction and Purpose and Need; and Methodology As described above, the interim final draft of the Overview and Proposed Action shall include the Introduction and Purpose and Need statement. Together, these three documents will be the first three chapters of the SWEA. In addition to the Introduction and Purpose and Need (Deliverable 3.2.1), the Contractor shall also prepare a memorandum describing the methodologies used to assess the potential direct and indirect impacts of the alternatives (Deliverable 3.2.2). The memorandum shall identify a description of affected resources and region of influence (ROI) and a description of the impact assessment for each environmental resource. In addition, key metrics that would be used to provide a comparative basis for evaluation appropriate for each individual resource (if applicable) shall be identified. The methodology memorandum would be incorporated as an appendix in Task 4.1.
Task 4: Main Documents – SWEA The Contractor will conduct and prepare the SNL/CA SWEA per DOE’s NEPA Implementing Procedures. The Contractor will be responsible for writing the entire SNL/CA SWEA and decision document, and will be responsible for identifying, documenting, and analyzing relevant conditions, issues, and effects associated with the SWEA proposed action and alternatives. The Contractor will (1) evaluate current/baseline conditions, (2) predict potential beneficial and adverse impacts of the Proposed Action(s), and (3) identify alternatives for resource areas (as applicable). Typical resource areas may include but are not limited to:
• Land Use and Airspace
• Visual Resources
• Geology and Soils
• Water Resources and Hydrology
• Air Quality
• Noise
• Biological Resources
• Cultural and Paleontological Resources

• Traffic and Transportation
• Infrastructure
• Materials Management and Waste
Management
• Human Health and Safety
• Accident Analysis and Intentional
Destructive Acts
The Contractor shall include a description of (1) direct effects (which are caused by the proposed action and occur at the same time and place), (2) indirect effects, (which are caused by the action and are later in time or further removed in distance) and (3) reasonably foreseeable effects (which are effects on the environment that result from the incremental effects of the action when added to the effects of other past, 9 RFQ 89233126QNA000465 present and reasonably foreseeable actions regardless of what agency or person undertakes such other actions) for each alternative, as defined by the most recent DOE NEPA Implementing Procedures.
Analysis of reasonably foreseeable effects should be consistent with recent court decisions (such as Seven County Infrastructure Coalition et al v. Eagle County, Colorado) and the DOE NEPA Implementing Procedures. If a resource area is not found applicable for inclusion into the SNL/CA SWEA, then a detailed justification/rationale for not including the resource area will be stated in the appropriate section of the SNL/CA SWEA.
The Contractor is expected to respond to all comments required to produce a legally sufficient document, as determined by the Government. The Government reserves the right to deny contract modifications for additional labor related to additional drafts if it is determined that revised drafts are non-responsive to Government comments.
Task 4.1 – Preliminary Draft SWEA (PD SWEA) – First Internal NNSA Review Using information describing the proposed actions and alternatives, baseline environmental information, scoping information, and information gathered as part of planned characterization efforts, the Contractor will draft a fully developed and integrated PD SWEA that also addresses the impacts anticipated from the proposed action and its alternatives. The Contractor will prepare a PD SWEA for internal NNSA review with SFO and SNL/CA (Deliverable 4.1). Assume a minimum twenty (20) calendar day review will be required. The Contractor will submit the PD SWEA electronically through the FTP website created for this effort. The Contractor will support the compilation, tracking, answering, and resolution of comments on the PD EA and revise the document based on comments.
The PD SWEA format to be used is the one specified in DOE NEPA Implementing Procedures. The text will be error free, complete, clear, concise, and grammatically correct. The main text of the report will be written in a manner suitable for reading by persons not professionally trained for the technical subject discussed. Acronyms will be used only on a limited basis. Any acronyms used will be defined on first use and included on an acronyms page.
Task 4.2 – PD SWEA Comment Resolution Meeting(s) After the PD SWEA comments have been submitted to the Contractor, the Contractor may want to have in-person/telecon(s) to discuss any problems or questions regarding the PD SWEA comments, along with how those comments will be addressed in the Revised PD SWEA (Deliverable 4.2). The Contractor will prepare electronic versions - one clean and one showing tracked changes - of the PD SWEA, and submit, through the FTP website created for this effort, the finalized Revised PD SWEA comment resolution.
Task 4.3 – Interim PD SWEA – Second Internal NNSA Review The Interim PD SWEA will have a second internal SFO, NNSA GC, and NNSA HQ review (Deliverable 4.3). Assume a minimum thirty (30) calendar day review will be required. The Contractor will submit the Interim PD SWEA electronically through the FTP website created for this effort. If NNSA GC and NNSA HQ requests a printed and bound copy, the Contractor will perform this duty including delivery.

Notes: Calculation Quality of Deliverables Produced
Practical Example of Defects Per Million Opportunities (DPMO) Calculation
Scenario: A SWEA has a limit of 75 pages. Each page has a limit of 500 words. One page of a SWEA is written, i.e., produced. After delivery, 178 defects are identified in total across the various opportunities for defects, i.e., punctuation, typos, sentence structure, grammar, rework. Apply the following equation for determining product quality:
DPMO = (D/U×O)×1,000,000
Step 1: Identify the number of units produced (U):
• 1 page x 500 words/1 page = 500 words , i.e., (U= 500 words allowed per SWEA page)
Step 2: Identify the number of opportunities for a defect per unit (O) – 5 opportunities/page
1. punctuation
2. typos
3. sentence structure
4. grammar
5. rework ~ i.e., number of times the product is returned to contractor
Step 3: Identify the total number of defects found (D) – 178 defects.
1. Apply the DPMO formula:
DPMO=(178/500×5)×1,000,000 = 71,200 DPMO (for the one page produced) See below for table and reference Sigma Level for quality of product delivered:
Reference: Six Sigma Conversion Table | MoreSteam
What Do Sigma Levels Indicate? Reference: Six Sigma Conversion Table | MoreSteam
The Sigma level indicates the capability and quality of a process to produce output within specified limits.
Sigma levels provide a statistical measure of process capability. Ranging from 1 Sigma to 6 Sigma, each level indicates the degree of defects within a process:
• 1 Sigma: A process with very poor quality, with approximately 690,000 defects per million opportunities (DPMO).
• 2 Sigma: Still poor quality, with about 308,000 DPMO.
• 3 Sigma: Moderate quality, about 66,800 DPMO, which translates to 93.32% yield.
• 4 Sigma: Good quality, roughly 6,210 DPMO or 99.38% yield.
https://www.moresteam.com/toolbox/six-sigma-conversion-table https://www.moresteam.com/toolbox/six-sigma-conversion-table
• 5 Sigma: Excellent quality, approximately 233 DPMO or 99.977% yield.
• 6 Sigma: Excellent quality, 3.4 DPMO, corresponding to a yield of 99.99966%. This metric is the target level for Six Sigma projects.
Thus, for the example above ~ DPMO = 71,200; This falls on the Sigma Conversation table above, using the middle column, to produce 1-page is between 2.875 and 3 Sigma. Therefore, the quality is poor to moderate for the page produced.
If using the right column for Sigma Level or standard deviation in the production process of any individual page, then the Sigma Level is between .958 and 1; thus, demonstrating that the process used to produce any individual page of the 300 pages within a SWEA is of poor quality.
