About this opportunity
U.S. Customs and Border Protection (CBP) is seeking a qualified 8(a) contractor to provide Tactical Infrastructure (TI) Maintenance services along the international border in the Del Rio/Big Bend South, Laredo, and Rio Grande Valley Sectors. The contract will cover comprehensive maintenance, repair, and improvement of infrastructure assets including roads, bridges, fences, gates, lighting, electrical systems, drainage, and tunnel remediation. CBP will evaluate proposals using a two-phase, best-value source selection process with four key evaluation factors: Experience (a mandatory down-select phase), Management Approach, Technical Capabilities, and Price. Mandatory site visits were conducted from April 15-17, and attendance was required for potential offerors to be considered for contract award. Potential contractors must submit Factor 1 - Experience and complete a mandatory 60-minute phone interview, with up to three contractors selected to proceed to the next phase.
The solicitation is set aside as a Competitive 8(a) procurement with an anticipated contract value of approximately $9.5 billion for the total TI Maintenance portfolio. The contract structure includes one base year with four potential one-year option periods, resulting in a potential five-year performance timeline. It will be a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with unscheduled maintenance actions limited to $750,000 per activity. The government will prioritize technical performance over lowest price, focusing on contractors demonstrating comprehensive maintenance capabilities across six key work categories. Proposals are due by May 29, 2025, at 5:00 PM Eastern Time, with contract questions accepted until May 15, 2025, and a targeted contract award in the summer of 2025.
