About this file

The document is a draft Attachment 3 Proposal Instructions for a U.S. Customs and Border Protection (CBP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for tactical infrastructure (TI) maintenance services. The contract covers maintenance, repair, and improvement services for TI assets in three Texas sectors: Rio Grande Valley, Laredo, and Del Rio/Big Bend South. Specific service categories include roads and bridges, fences and gates, vegetation control, debris removal, border lighting, electrical systems, drainage, tunnel remediation, shelters, and generators.

CBP plans to award a single IDIQ contract with an evaluation based on four factors: Experience, Management Approach, Technical Capabilities, and Price. A mandatory down-select will occur after the Experience factor submission. Proposals are due by May 29, 2025, at 5:00 PM Eastern Time, with questions accepted until May 15, 2025. Offerors must complete specific pricing sheets for each sector and submit Annual Representations and Certifications. The anticipated contract performance period is one base year with four one-year option periods, and the government intends to make an award based on initial submissions, with potential for exchanges to clarify or amplify quotations.

PROPOSAL INSTRUCTIONS

Addenda to FAR Clause 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023)

INTRODUCTION

U.S. Customs and Border Protection (CBP) plans to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for developing and implementing construction, engineering, and sustainment services for CBP Tactical Infrastructure (TI) assets. CBP is acquiring contractor services to perform maintenance, repair, and improvement services for TI assets in the Rio Grande Valley, Laredo and Del Rio/Big Bend South Sectors in the following categories: roads and bridges (including boat ramps and floating boat slip); fences and gates (including concertina/razor wire), vegetation control, debris removal (including Carrizo Cane and Hyacinth/Hydrilla), border lighting and electrical, drainage and grate systems, tunnel remediation, TI attributes including shelters, and generators. These services will be required for CBP’s tactical infrastructure (TI) assets within the Rio Grande Valley Sector in McAllen, Texas; Laredo Sector in Laredo, Texas and Del Rio/Big Bend South Sectors in Del Rio, Texas/Alpine South/Sanderson, Texas.

PROPOSAL INSTRUCTIONS

CBP will conduct an evaluation of the offerors for entering into an IDIQ contract. CBP reserves the right to award a contract without further communication and exchange; therefore, each response to this request should contain the offeror’s best pricing, terms, and conditions.

Those Offerors submitting a proposal under this requirement will be evaluated on a best value, tradeoffs basis. The Government intends to award an IDIQ contract to one (1) firm.

All general administrative and technical questions concerning this solicitation shall be submitted electronically through e-mail to the Contract Specialist (CS) – Allison Baker at allison.e.baker@cbp.dhs.gov.

To allow for sufficient time to address questions appropriately, all questions MUST be submitted no later than 5:00 - PM, Eastern Standard Time, on May 15, 2025. Telephonic questions related to this solicitation will NOT be entertained. When submitting questions, the Offeror shall include in the subject line of the email the Solicitation number which it will be submitting a quotation for.

The evaluation of proposals received in response to this Request for Proposal will utilize the following factors; Factor 1 – Experience, Factor 2 – Management Approach, Factor 3 – Technical Capabilities, and Factor 4 – Price. A Mandatory Down-Select will occur after offeror submission of Factor 1 – Experience. For additional information, see Attachment 2 – Evaluation Criteria.

If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CS with supporting rationale.

At any time prior to award of this agreement, including upon receipt of quotations, the Government may exclude a quotation from further consideration for reasons such as (but not limited to) non-compliance with instructions related to this solicitation.

The Government may engage in exchanges with Offerors in order to clear up or amplify certain aspects of a quotation. These exchanges include the ability to submit additional information to amplify assertions already included in the quotation. In addition, among other things, these exchanges include: the opportunity to address the relevance of an Offeror's past performance information; the opportunity to address adverse past performance information to which the Offeror has not previously had an opportunity to respond; and the opportunity to resolve minor or clerical errors.

The Government intends to make an award based on initial submissions. However, if the Government decides to conduct exchanges and allow quotation revisions, at a minimum, the Government will allow revisions from Offerors who are technically acceptable. The Government may conduct multiple rounds of exchanges with Offerors to resolve previously unresolved matters or issues that arise as a result of responses without reengaging Offerors who are not similarly situated.

Offeror shall prepare its price proposal by utilizing the pricing sheets provided hereunder at Attachment 4 – Rio Grande Valley Sector (RGV), Laredo Sector (LRT), and Del Rio/Big Bend South Sectors (DRT.BBT.S). For each of the three (3) sectors, there are two (2) price proposal attachments for offeror completion; Contractor Scheduled Work Bid Form_Template.xlsx, and Contractor Unit Pricing Bid Sheet – 10hr days_Template.xlsx. Offerors shall submit completed pricing sheets for each of the sectors as part of their Factor 4 – Price submission.

Offeror shall complete and submit the Annual Representations and Certifications in Section K of the RFP Terms and Conditions.

Offeror Quotations shall be submitted by May 29, 2025 by 5:00 PM Eastern Time to the Contracting Officer – donna.r.mcmullen@cbp.dhs.gov and the Contract Specialist – allison.e.baker@cbp.dhs.gov.
