About this opportunity
The U.S. Department of Homeland Security Customs and Border Protection (CBP) is soliciting proposals for Tactical Infrastructure (TI) Maintenance services covering roads and bridges, fences and gates, vegetation control, debris removal, border lighting and electrical systems, drainage and grate systems, tunnel remediation, shelters, and generators across three Texas border sectors: Rio Grande Valley (McAllen), Laredo, and Del Rio/Big Bend South (Del Rio, Alpine South, and Sanderson). The contract employs a hybrid pricing structure with firm fixed-price line items for scheduled maintenance and fixed unit-price line items for unscheduled maintenance work. Evaluation will occur in two phases, with Phase 1 requiring a 60-minute Microsoft Teams presentation demonstrating corporate experience, organizational structure, self-performance capabilities across six work categories, and quality control and safety programs; only down-selected offerors will advance to Phase 2 for written proposals and pricing worksheets. The evaluation criteria rank management approach as most important, followed by technical capabilities and experience, with price evaluated separately. All proposals and Phase 1 presentations must be submitted electronically by 12:00 PM Eastern Time on March 13, 2026, with corporate interviews scheduled to begin on March 16, 2026; notably, only vendors who attended mandatory site visits are eligible to participate in the proposal process.
This solicitation is designated as a Competitive 8(a) set-aside and anticipates awarding a single contract based on best value, with no incumbent contractor identified in the documentation. The total contract value across all periods is approximately $35.8 million for Rio Grande Valley operations, $50.7 million for Laredo operations, and $39.4 million for Del Rio/Big Bend South operations, totaling over $125 million if all option periods are exercised. The contract term consists of a base period from July 11, 2025 through July 10, 2026, followed by four optional one-year periods and a six-month extension, extending through January 10, 2031. The contract requires contractors to establish offices in each of the three sectors, maintain 24-hour emergency response capability, obtain criminal background clearances within five business days of award, and complete comprehensive security training and investigations within 30 calendar days. Performance locations encompass McAllen, Laredo, and Del Rio/Alpine South/Sanderson, Texas, with all contractor personnel required to obtain CBP suitability clearance (Tier 4 or Tier 5 background investigation) prior to commencing work.
