About this opportunity
The Federal Aviation Administration (FAA) is seeking proposals for a Surface Movement Radar, Model 4 (SMR4) system to replace the existing Airport Surface Detection Equipment Model 3 Surface Movement Radar (ASDE-3 SMR) across multiple airports. The solicitation (693KA7-25-R-00001) requires contractors to develop and deploy a Commercial Off-The-Shelf (COTS) radar system with capabilities for non-cooperative surveillance of aircraft and vehicles on airport movement areas. Proposal submissions are due by February 21, 2025, with questions from potential offerors required by November 26, 2024. The FAA will evaluate proposals using a best value approach with five factors: Technical (most important), Management, Past Performance, Cost/Price, and Small Business Subcontracting Plan. To be eligible, offerors must demonstrate their proposed SMR system is currently operational with an Air Navigation Service Provider or derived from an operational baseline.
The solicitation has no specific set-aside designations and includes small business subcontracting goals of 44% for small businesses, 15% for small disadvantaged businesses, 5% for women-owned businesses, and 5% for veteran-owned businesses. The contract will support the replacement of 34 radar systems, with an option for 19 additional systems, to be deployed at 18 ASDE-X airports, 9 ASSC airports, and 3 FAA support facilities. The period of performance includes a base period and two option periods, potentially spanning 14 years from December 2025 to December 2039. Performance will occur across multiple United States locations, with a maximum of eight site installations per year. The total contract will support up to 53 SMR4 systems, using a hybrid contract type including Firm Fixed Price, Cost Plus Fixed Fee, Time & Materials, and Cost Reimbursement line items.
