About this file

This document contains Data Item Description (DID) requirements for multiple logistics-related deliverables under Surface Movement Radar Model 4 (SMR4) contract 693KA7-25-R-00001. The DIDs detail the format and content requirements for the Integrated Support Plan (ISP), Logistics Management Information (LMI), Recommended Site Spares, List of Recommended Site Consumables, List of Recommended Depot Spares, List of Recommended Support and Test Equipment, Asset Identification Report, and other logistics documentation.

The DIDs specify that deliverables must generally conform to SMR4 General Documentation format requirements and be provided in Microsoft Office 365 compatible formats. Key requirements include detailed documentation of maintenance planning, support facilities, manpower estimates, supply support approaches, training plans, technical documentation, and transition planning from contractor to government operations. The documents also require tracking of parts obsolescence, diminishing manufacturing sources, repair capabilities, and asset identification through standardized tracking numbers and barcodes. The Office of Primary Responsibility for all DIDs is the AJM-421 SMR4 Program Office, and distribution is authorized to FAA Organizations and their contractors for use in FAA contracts.

DATA ITEM DESCRIPTION

1. Title

Asset Identification Report

2. Identification Number

SMR4-DID-LM09

3. Description/Purpose

3.1 The Asset Identification Report is an electronic report of all personal property assets procured by the Federal Aviation Administration (FAA). This product may be referred to as a Bill of Materiel (BOM), property manifest, or Serialized Assembly Record (SAR). These deliverables depict a listing of assets applicable to a system and/or subsystem where the assets have been affixed with a FAA or Original Equipment Manufacturer (OEM) barcode label. The label becomes the unique asset identifier against which attributes of the asset may be recorded in, or extracted from, the FAA’s asset management systems and Property System of Record (PSR). The unique asset identifier provides unique identification of the asset over its serviceable life cycle. This is applicable to each system or equipment component down to the Lowest Replaceable Unit (LRU) level, as well as site spares, test equipment, peripherals and other personal property assets in accordance with FAA Order 4600.27D. This report is delivered in electronic format.

AJM-421 SMR4 Program Office

7.1 This Data Item Description (DID) applies to all contracts where the agency (FAA) has purchased personal property assets or equipment.

7.2 Each item in this DID may not be appropriate to all contracts. If approved by the Government, tailoring of this DID is permissible to include data items not identified herein, or to omit data items not present in a given contract. Any such tailoring must be supplied for Government review in a proposed modified DID form. Government approval must be obtained prior to any tailoring of this DID. This DID contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

• End of Repair (EOR), meaning there are no vendors that will continue to repair the part

c. Identification of parts in a high, medium and low risk category as follows:

• High risk indicates parts are obsolete and availability is minimal or nonexistent.

• Medium risk indicates the parts are a diminishing item and projected availability is for one or two years or only one supplier is available.

• Low risk indicates parts are projected to be available for 3 years or more and multiple suppliers are available.

d. The contractor’s monitoring and reporting on the parts and materials that have the potential to adversely affect production or life cycle supportability.

e. A recommendation stating how the DMSMS parts should be supported. The Contractor must also address part cost, where and how often parts are used in the product, and how many parts are affected in the recommendation.
