About this opportunity
The Federal Highway Administration's Eastern Federal Lands Highway Division is procuring up to four Multiple Award Task Order Contracts (MATOCs) as Indefinite Delivery Indefinite Quantity (IDIQ) contracts for highway, street, and bridge construction services, potentially including design services and design-build services in the South Region of the United States. The South Region encompasses Tennessee, Alabama, Mississippi, Louisiana, and Arkansas. Qualified contractors must be certified small business concerns and will be evaluated based on recent and relevant experience (Technical Evaluation Factor 1) and past performance (Evaluation Factor 2). The evaluation process will utilize Technical Information Forms and past performance evaluation questionnaires completed by non-federal project owners. The proposal submission deadline is November 4, 2025, at 2:00 p.m. EST, with multiple amendments issued through November 3, 2025, providing technical clarifications and responses to offeror questions regarding project specifications and requirements.
This solicitation is designated as a Total Small Business set-aside with no identified incumbent contractors. The MATOC carries a shared ceiling value of $60,000,000 among all four contract awardees, with individual task orders expected to range from $50,000 to $3,000,000. The seed project for proposal evaluation is the roadway reconstruction and resurfacing of Granary South Road (Route 011) within the Bald Knob National Wildlife Refuge in White County, Arkansas, with an estimated project value between $1,000,000 and $2,000,000 and a 150-calendar-day performance period. The seed project scope includes bank stabilization, limestone aggregate base and surface course installation, pipe culvert replacement, riprap installation, and miscellaneous associated work, with specific work windows restricted to June 1 through November 14, 2026, due to wildlife refuge operational requirements. Performance of all work will occur at the specified locations within the South Region, primarily in the identified five-state area.
