About this file
This document is a Federal Highway Administration (FHWA) Amendment No. 0005 to a Request for Proposal (RFP) for a construction project at Bald Knob National Wildlife Refuge, with solicitation number 693C73-25-R-000082. The amendment provides responses to four key questions from potential offerors regarding project specifications, including confirmation that limestone aggregate should be used, clarification that Class 7 material is not acceptable for the aggregate surface course, and details about bypass pumping requirements for two culvert locations (96" steel pipe near STA 284 for Gum Creek and a 24" culvert).
The proposal due date remains unchanged at Tuesday, November 04, 2025, at 2:00 p.m. EST. The Eastern Federal Lands Highway Division (EFLHD) addressed technical questions about flow rates, noting that the calculated flow rates are conservative and alternate pumping methods may be proposed. Additionally, the agency explained that truck weight limits are restricted due to degraded aggregate surface and a failing low water crossing at the project site. The amendment serves to provide clarity and additional technical guidance to potential bidders for this South Region Construction Multiple Award Task Order Contract (MATOC) project.

Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The
Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. It appears there may be some circular logic within the project SCRs for this solicitation.
Could you please confirm whether the aggregate to be priced should be limestone? The local quarries primarily produce sandstone, and sourcing limestone would be significantly more expensive. To ensure we submit a competitive proposal, please clarify which stone type is intended for pricing.
Response: The aggregate to be priced should be limestone.
2. Line Item Number A0140 specifies 18,600 tons of Aggregate Surface Course. The quarries quoting the project report they do not make a product that strictly adheres to this spec. They say the spec is for Class 8 material and they make a similar product called
Class 7. Is Class 7 material acceptable?
Response: The Class 7 material is not acceptable for an aggregate surface course due to the larger aggregate gradation size which Class 7 allows.
3. We have a pair of questions concerning the bypass pumping required for this solicitation:
a. We would like clarification on the pump around situation at the proposed 96” steel pipe culvert near STA 284 for Gum Creek in the plan sheets. The FP-24
628.04 states that stream diversion must accommodate a 2-year peak flood event.
The Hydraulics Memo provided the following table for design flow rates at this location:
mailto:eflhd.contracts@dot.gov
This figure equates to more than 50,000 GPM for bypass pumping. The cost of the bypass pumping at this location is very excessive, particularly when taking into account how quickly this pipe culvert should be installed. Please clarify if bypass pumping is indeed required or if there is a more reasonable flow rate to assume for the bypass pumping.
Response: The calculated flow of approximately 117 cubic feet per second
(equating to just over 50,000 gallons per minute) represents the theoretical peak discharge capacity of the system under full-flow conditions. This value is highly conservative and may not accurately reflect the actual flow anticipated during the culvert replacement period. The use of spare pumps on site may be implemented in the event higher than expected flow rates.
Alternate methods may be proposed and deemed acceptable after evaluation and approval by the CO.
b. What flow rate is required for the proposed 24” culvert for bypass pumping?
Response: For the 24-inch culvert the estimated 2-year peak flood event to accommodate flow during construction.
4. The specific question is why are trucks restricted to a lower weight limit than highway standards?
Response: EFL proposed a lower weight limit due to the degraded aggregate surface and failing low water crossing on this project.
