About this file

This document is an Amendment (No. 0002) to a Request for Proposal (RFP) for a construction project at Bald Knob National Wildlife Refuge, issued by the Federal Highway Administration's Eastern Federal Lands Highway Division. The amendment addresses two primary purposes: 1) revising Section 602 of Attachment 5 to clarify pipe wall thickness specifications for a seed project, specifically for a 96-inch smooth steel pipe with a minimum 14-gauge wall thickness, and 2) providing responses to contractor questions regarding project requirements.

Key details include the project's continued proposal due date of Tuesday, November 4, 2025, at 2:00 p.m. EST, and clarifications on several technical aspects such as tree cutting restrictions, clearing and grubbing procedures, excavation material disposal, and liquidated damages. The amendment provides specific guidance on pipe installation, confirming that corrugated metal is not an acceptable alternative to the specified smooth steel pipe, and directs contractors to follow existing specifications in the FP-24 document for various project requirements.

Special Contract Requirement changes

Delete the last two sentences of Subsection 602.03 of the Special Contract Requirements, page J-

15, and substitute the following:

At least 30 days before their intended use, submit documents and drawings for approval showing the proposed installation methods and construction details for a smooth steel pipe according to

Subsection 104.06.

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Section 108 of the special specs states “(c) No cutting of trees will be permitted between March 16 and November 14” and that no work is permitted “November 15 to May 31.” Given these restrictions, when and how will clearing and grubbing be accomplished?

Response: Subsection 202.03 of the FP-24 states “Clear and grub according to Section 201.

Clear, grub, and dispose of trees, snags, brush, downed timber, stumps, roots, buried logs, moss, turf, grass, and other vegetation designated to be removed.” and “Cut trees to within 4 inches of the existing ground. Remove and dispose of designated trees or stumps according to Subsections 203.05 and 203.07.” Additionally, Subsection 203.02(b) defines selective clearing and grubbing as “Clearing and grubbing where some trees and vegetation are designated to remain”.

The plans do not designate any trees for removal and tree cutting is not anticipated for this project. Therefore, the selective clearing and grubbing work outlined in the contract can still be accomplished in the designated work period and is not expected to be impacted by the tree cutting restriction period.

2. Regarding the 96” Steel Pipe to be installed, the specs call for a minimum 14 gauge. This is very thin for a smooth steel that size. Given that this is a minimum, we assume we can go thicker. Is corrugated metal also an option for this pipe?

Response: Subsection 602.03 of the Special Contract Requirements (SCR’s) states “For steel pipes, use a minimum pipe wall thickness of 14-gage. At least 30 days before starting the pipe culvert replacement work, submit drawings showing the proposed installation methods and construction details for smooth steel pipe.” The design for the 96” steel pipe is intended to be a smooth steel, and corrugated metal will not be an option. The thickness provided is a minimum and a larger gage may be submitted for approval. An Amendment has been issued to revise the SCR’s.

3. The RFP states that liquidated damages will be specified in each task order, however we cannot find where the liquidated damages are called out for the seed contract. Could the government provide clarity, or point us to where to find that information?

Response: No changes were made regarding liquidated damages in the Special Contract Requirements; therefore, this project will follow Subsection 108.05 of the FP-24 for liquidated damages guidance.

4. Is there a designated location on the jobsite where we can waste the excavation material.

I would think the Refuge would want to save excavated material for fill somewhere in the park.

Response: Dispose of roadway excavation considered as unsuitable or excess material according to Subsection 203.07 of FP-24. Please refer to Subsection 204.14 of FP-24.
