About this opportunity

DLA Energy, through its Bulk Petroleum Services office at Fort Belvoir, Virginia, seeks offers for contractor-owned, contractor-operated (COCO) bulk and retail fuel operations at two Fort Bragg, North Carolina locations, with proposals due November 30, 2026 at 5:00 p.m. EST under Amendment 0007. The Set Aside line reads "No Set-Aside Used," so the acquisition is open to full and open competition.

Amendment 0007 corrects Amendment 0006, which had been issued in error, and moves the deadline from October 30, 2026. Government responses to submitted questions are pending and will be released in a subsequent amendment, which will include an extension if needed. Question submissions closed August 21, 2026.

Place of performance is the East Bragg Fuel Point and the 82nd ABN Division Fuel Point at Fort Bragg. Each site requires 90,000 gallons of F24, 20,000 gallons of ULSD, and 20,000 gallons of MUR storage. East Bragg has 2 F24 retail dispensers and the 82nd ABN site has 5. Facilities must be fully operational within 12 months of award. The contractor designs, builds, operates, and maintains the facilities, with government design reviews at 35%, 65%, 95%, and 100%. Construction materials, structural steel, tanks, and pipelines must be Buy American Act compliant.

The base period runs 48 months, August 1, 2027 through July 31, 2031, on a firm-fixed-price basis with monthly fixed-price billing. Option structures conflict across attachments: one summary describes five 60-month and two 54-month options through January 31, 2056, while another describes four 60-month options, one 54-month option, and a 6-month extension through January 31, 2057. Verify against the SF 1449 before pricing. The NAICS code is 493190 with a $36.5 million size standard.

Key personnel include a Corporate Officer, Terminal Manager, Accountant, and Fuel Distribution System Operators, with an Assistant Terminal Manager as contingency. Personnel requiring government server access or unescorted restricted-area entry need background investigations, at minimum a National Agency Check. The contractor must hold CMMC Level 3 certification, enroll in E-Verify within 30 days of award, maintain active SAM registration, and perform fuel quality work per MIL-STD-3004-1. Spill response follows 40 CFR 112 and DLA Energy Policy P-40.

Evaluation is lowest price technically acceptable. The Technical Management volume (maximum 75 single-sided pages) and Past Performance are rated Acceptable or Unacceptable, and Price is evaluated against WD 2015-4377 Revision 31 under the Service Contract Labor Standards.

Attachment IX lists ten companies that registered interest in the preproposal conference, including TK&K, FSM Federal, TRC, Versar, Weston, and Walsingham.
