About this file

This document is a Supplemental Quality Assurance Provision (SQAP) for the Ft. Hood GOCO Fuel Operations Services contract (SPE603-26-R-0519). The SQAP establishes quality control and inspection requirements for fuel storage, handling, and distribution operations at Fort Hood.

The contract requires the contractor to develop and maintain a Quality Control Plan (QCP) that addresses receiving, blending, sampling, testing, storage, handling, loading, shipping, and calibration of equipment per ISO 10012-1 standards and American Petroleum Institute measurement standards. For bulk petroleum storage tanks, the contractor must maintain historical data including construction dates, installation contractors, product service history, cleaning/inspection records, tank dimensions, repair records, and coating history. Tank inspection and cleaning frequencies vary by tank type: aviation storage tanks require cleaning every 4-8 years depending on coating and inlet-filter configuration; ground and marine fuel storage tanks require emptying and cleaning when sample analysis indicates sediment buildup. The contractor must provide samples from each storage tank, shipment, and receipt as designated by the Quality Representative, with minimum retention periods ranging from 15 days to 90 days depending on shipment method. All testing costs for appearance, color, API gravity, flash point, and other properties per ASTM standards are included in the monthly service charge, with limited exceptions for higher-order analysis requiring Government reimbursement. The document designates regional inspection offices across the Continental United States, Alaska, Hawaii, and international locations to oversee quality and acceptance responsibilities, with specific office codes and contact information provided for each geographic area. Additionally, the SQAP addresses initial equipment inspection requirements, contractor inspection responsibilities including sampling and testing procedures, and procedures for nonconforming supplies with deviation and waiver processes subject to Government approval and equitable price adjustments.
