The Government seeks a facility capable of storing bulky aircraft parts with a minimum acceptable size of 10,000 rentable square feet, with offerings closer to the full 112,030 square feet evaluated more favorably. Key space requirements include grade-level location within a delineated area near Tinker Air Force Base, a minimum ceiling height of 20 feet, at least one loading door measuring 12 feet wide by 16 feet high, three-phase 220-volt electrical service, heating and exhaust fans, and Energy Star certification or commitment to cost-effective energy efficiency improvements. Awards will be made using Best Value/Trade-Off Source Selection procedures, with evaluation based on technical factors including location proximity to Tinker Air Force Base and facility characteristics (weighted equally at approximately 50 percent) and price (weighted at approximately 50 percent). Initial proposals are due by 4:00 p.m. Eastern Standard Time on February 27, 2026, submitted electronically to the Navy contracting officers, with late offers not considered; three amendments have been issued clarifying requirements and providing responses to offeror questions through February 27, 2026.

This solicitation includes no set-aside designations and identifies no incumbent contractors. The lease is anticipated to commence no later than June 1, 2026, with an initial one-year firm term followed by four consecutive one-year renewal options exercisable solely at the Government's discretion, with the Government retaining the right to terminate the lease after the initial year upon 90 days' written notice, creating a potential five-year commitment. No specific budget range or award value is disclosed in the solicitation materials. Offerors must provide comprehensive submissions including evidence of ownership or control through the five-year lease term, completed GSA representations and certifications forms (GSA Form 3518 and related certifications), floor plans with ceiling heights and parking/loading door details, fire protection and safety evaluations, and Energy Star documentation or improvement proposals. All offerors must maintain an active System for Award Management (SAM) registration prior to award and maintain it throughout the lease term, with the Government refusing to process rent payments to unregistered lessors. Performance will occur in Oklahoma City, Oklahoma, within the delineated area approximately 10 miles from Tinker Air Force Base, with the Government maintaining 24/7 access to the facility including Federal holidays while standard operating hours are 6:30 a.m. to 5:00 p.m. Monday through Friday.
