About this file
This is an attachment to a federal real estate solicitation (Energy Star Label Form for Solicitation SFO N69450-25-RP-00086) that must be completed for lease offerings exceeding 10,000 net square feet. The form requires offerors to address Energy Star certification requirements for the proposed space.
Offerors must answer two primary questions: First, whether the offered space currently holds an Energy Star label from the most recent year, and if so, provide supporting documentation. If the space lacks the Energy Star certification, offerors must identify whether the space qualifies for any exceptions outlined in paragraph 5 of the Solicitation for Offers and describe which exception applies. Second, for spaces without current Energy Star certification, offerors must describe the timeline and methodology for renovating the space to achieve Energy Star compliance or implement cost-effective energy efficiency and conservation improvements over the full lease term. These improvements must address lighting, windows, heating, ventilation, and air conditioning systems. All required renovations must be completed at no cost or expense to the Government prior to space acceptance. If no improvements are proposed, the offeror must provide written justification demonstrating why no energy efficiency improvements would be cost effective.

ATTACHMENT D
ENERGY STAR LABEL FORM (to be completed for leases more than 10,000
NSF), SFO N69450-25-RP-00086
1. Has the offered space proposed to be leased to the Government earned the Energy Star label in the most recent year? If so, provide/attach any supporting documents. If the space has not earned the Energy Star Label, does the space meet any of the exceptions described in paragraph 5 of the Solicitation for Offers. If so, please describe which exception.
2. If the space has not earned the Energy Star label in the most recent year, then describe how and when the space will be either renovated to meet the Energy Star label, or renovated for all energy efficiency and conservation improvements that would be cost effective over the firm term of the lease, including improvements in lighting, windows, and heating, ventilation, and air conditioning systems. Attach any supporting documents as necessary to answer this question. Renovations under Energy Star requirements shall be made without cost or expense to the Government occupants prior to the Government’s acceptance of the space. If no improvements are proposed, the Offeror must demonstrate to the Government why no energy efficiency and conservation improvements are cost effective.
