About this file
This is Amendment 2 to a federal real estate solicitation N69450-26-RP-00044 issued by Naval Facilities Engineering Systems Command Southeast for warehouse space in Oklahoma City, Oklahoma. The amendment is effective February 25, 2026, and provides answers to clarifying questions submitted by potential lessors.
Key requirements include: the Navy seeks approximately 112,030 net square feet (NSF) of industrial/warehouse space, with offerings closer to this requirement evaluated more favorably; the space must be available no later than June 1, 2026; the lease term consists of an initial one-year firm period followed by four consecutive one-year renewal options with no alternative term structures considered; and the Government retains the right to terminate the lease at any point after the initial one-year term upon 90 days' written notice. Regarding registration requirements, a DUNS number is not required; however, property owners must maintain an active registration in the System for Award Management (SAM) at https://sam.gov prior to lease award and throughout the lease term, with annual renewal mandatory. The Government will not process rent payments to lessors without active SAM registration. The amendment clarifies that SAM.gov has replaced the former Central Contractor Registration system, and the federal government transitioned from DUNS Numbers to Unique Entity IDs generated by SAM.gov as of April 4, 2022.

Answer 7: No. A DUNs number is not a requirement. However, prior to lease award and throughout the life of the lease, the property owner must have an active registration in the System for Award Management (SAM)(formerly Central Contractor Registration (CCR) Vendor Registration)(via the Internet at https://sam.gov). The Lessor must update or renew registration annually. The Government will not process rent payments to Lessors without an active SAM Registration.
NOTE: On April 4, 2022, the federal government stopped using the DUNS Number as a unique identifier for entities and switched to a Unique Entity ID generated by SAM.gov. The new Unique Entity ID was assigned to all active and inactive registrations in SAM.gov prior to the switch. In addition, entities with DUNS Numbers but no SAM.gov registration have been able to get Unique Entity IDs without registering in SAM.gov since October, 2021.
The DUNS Number is no longer used in SAM.gov, eSRS, FSRS, FPDS, CPARS, or FAPIIS.
Question 8: Per paragraph 10, Is there a requirement to utilize Central Contractor Registration? Or has SAMS.gov replaced it?
Answer 8:
The Central Contractor Registration site has been replaced by SAMS.gov. All references and requirements for Central Contractor Registration in SFO is synonymous with SAMS.gov.

Question 9: Can you confirm whether delivery prior to June 1 is possible or even favorable? Or is June 1 the desired move-in date?
Answer 9:
The offered space must be available no later than June 1, 2026.
https://sam.gov/ https://sam.gov/
Question 10: If building size exceeds the stated requirement of 112,030 RSF, Will the government consider a larger building offering?
Answer 10:
The Navy is accepting offers to meet the Navy’s requirement to lease approximately 112,030 net square feet (NSF) of industrial / warehouse space. The closer the Rentable Square Feet (RSF) is to the total requirement of 112,030 RSF will be evaluated/scored higher than lesser totals. The Government will consider multiple sites and or larger offerings to satisfy the Navy’s requirement to lease approximately 112,030 NSF.
Question 11: Lease Term – The SFO outlines a one-year firm term with four one-year renewal options. Please advise whether the Government will entertain alternative term structures if they result in improved pricing?
Answer 11: No. The Lease will have an initial term of one (1) year followed by four consecutive renewal options of one year each.
Question 12: Termination right – the SFO provides for termination rights following the initial firm term. Please confirm whether this provision is mandatory as written, or whether alternative structures may be considered?
Answer 12: The Government may terminate the Lease at any point after the initial one-year term upon 90 days’ written notice to the Lessor; this is standard policy.
