About this file

This is Amendment 3 to Solicitation N69450-26-RP-00044, a warehouse space lease requirement for Oklahoma City, OK issued by Naval Facilities Engineering Systems Command Southeast. The amendment, effective February 27, 2026, modifies minimum requirements and lease terms for the solicitation and provides clarifications to previously submitted questions and answers regarding maintenance and utilities expenses.

The amendment addresses Questions 13-16 regarding operating expense classifications. Maintenance expenses (interior/exterior maintenance, HVAC, site/parking lot maintenance, lamps, tubes, ballasts, installation, taxes, and insurance) are the Lessor's responsibility. Utilities expenses (electricity, gas, oil, water and sewer in both hot and cold, and phone) are reimbursable and paid separately by the Government. The landlord maintains all utility service agreements in the landlord's name. The Government pays any utility usage overages, while the Lessor bears maintenance cost overages without credit to the tenant. Operating expense amounts remain fixed regardless of tenant use changes. The amendment also modifies Attachment G, Section III, Lease Terms Item 18, changing the Government termination notice requirement from 60 days to 90 days. Additionally, Paragraph 2 (Minimum Requirements for Offered Space) is revised to delete references to optional office space and references to the Rider to Lease, with 12 specific minimum space requirements now listed, including at least 10,000 RSF (with preference for closer to 112,030 RSF total), grade-level location, heat and exhaust fans, 3-phase 220-volt power, one loading door minimum 12' wide by 16' high, occupancy by June 1, 2026, and access during 6:30 am to 5:00 pm working hours.
