About this file

This is an Energy Star Label Form, an attachment to a federal lease solicitation (SFO N69450-25-RP-00086), applicable to proposed leases of 10,000 net square feet or less. The form requires offerors to address energy efficiency and sustainability requirements for space being offered to the Government.

The form contains two primary questions. First, offerors must declare whether the proposed space has earned the Energy Star label in the most recent year and provide supporting documentation if applicable. Second, if the space lacks Energy Star certification, offerors must describe the timeline and scope of renovations necessary to achieve either Energy Star label certification or cost-effective energy efficiency and conservation improvements covering the firm term of the lease, including upgrades to lighting, windows, and heating, ventilation, and air conditioning systems. Offerors must complete renovations at no cost to Government occupants prior to space acceptance, except for succeeding or superseding leases where one year is permitted from lease execution. If no improvements are proposed, offerors must provide justification demonstrating why no energy efficiency improvements are cost effective. Supporting documentation must accompany all responses.

ATTACHMENT C

ENERGY STAR LABEL FORM (to be completed for proposed leases 10,000 NSF or less), SFO N69450-25-RP-00086

1. Has the offered space proposed to be leased to the Government earned the Energy Star label in the most recent year? If so, provide/attach supporting documents.

2. If the space has not earned the Energy Star label in the most recent year, then describe how and when the space will be either renovated to meet the Energy Star label, or renovated for all energy efficiency and conservation improvements that would be cost effective over the FIRM TERM of the lease, including improvements in lighting, windows, and heating, ventilation, and air conditioning systems. Attach any supporting documents as necessary to answer this question. Renovations under Energy Star requirements shall be made without cost or expense to the Government occupants prior to the Government’s acceptance of the space except in the case of a succeeding or superseding lease where the successful offeror shall have up to one year from the date the lease is fully executed. If no improvements are proposed, the Offeror must demonstrate to the Government why no energy efficiency and conservation improvements are cost effective.
