About this opportunity
The Department of the Army National Guard seeks repair, restoration, and inspection of fire alarm systems across ten buildings at three Hawaii Air National Guard installations, with quotations due July 29, 2026 at 11:00 AM Hawaii Standard Time. The procurement is a 100 percent Women-Owned Small Business set-aside, restricting competition to WOSB firms.
Work is performed at three locations: Buildings 301, 302, and 303 at the 292nd Combat Communications Squadron in Kahului, Maui; Buildings 701, 702, 703, 704, 705, and 771 at Keaukaha ANG Station in Hilo; and Buildings 1922 and 1923 at the 297th Combat Airfield Operations Squadron in Kapolei, Kalaeloa. The period of performance is 180 calendar days from Notice to Proceed, estimated September 30, 2026 to March 28, 2027, with work conducted Monday through Friday, 0700–1600 hours, excluding federal holidays.
Scope includes Fire Alarm Control Panel (FACP) replacement and programming at Maui and Kalaeloa sites; mandatory battery replacement and conditional enclosure cabinet replacement across all buildings; repair of fire alarm initiating devices, sensors, and notification appliances per the attached Performance Work Statement; post-repair operational testing; and annual NFPA 72 certifications following UFC 3-601-02 standards. The contractor must hold State of Hawaii fire alarm technician licensure, submit a Fire Alarm System Assessment Report prior to commencing work, provide a one-year workmanship warranty covering all furnished replacement equipment and performed repairs, and deliver NFPA 72 inspection forms, system one-line diagrams, operations and maintenance manuals, post-work reports with before/after photographs, preventive maintenance recommendations, and warranty documentation.
Site visits are scheduled July 15–17, 2026 (Maui, Hilo, and Kalaeloa respectively); attendees without base access must register with designated points of contact by close of business July 15. Questions are due July 24 at 12:00 PM Hawaii Standard Time. Evaluation weighs price, work experience, and technical capability equally. The NAICS code is 561621 with a size standard of $25 million. Quotations are submitted via email to Warren Sabugo at warren.m.sabugo.civ@army.mil. The contracting office is located at Hickam Air Force Base, Hawaii, with Captain Gonzalo Garcia-Rubio as the point of contact.
