About this opportunity

The Bureau of Reclamation, Department of the Interior, is soliciting quotes for fire alarm maintenance services at its Northern California Area Office facilities, with quotes due November 25, 2026 at 10:00 AM Pacific Standard Time by email to mouang_phan@ios.doi.gov. The procurement is a total service-disabled veteran-owned small business (SDVOSB) set-aside under NAICS 561621, with a $25.0 million size standard. Six facilities receive monthly service, and ten receive semiannual and annual service. Scope includes inspection, testing, and routine corrective maintenance, plus non-routine repairs estimated at 120 hours annually. The contractor must submit a baseline maintenance schedule within 14 calendar days of award and maintain a minimum replacement parts inventory of detectors, notification appliances, manual pull boxes, and surge protectors. All work must comply with NFPA 72 and Reclamation Safety and Health Standards. Service Contract Act Wage Determination No. 2015-5627, Revision 28, applies to Shasta County.

Contractor personnel must hold a current California C-10 Electrical Contractor license, current NICET Level III or higher certification in Fire Alarm Systems or Inspection and Testing of Fire Alarm Systems, and factory certification from Siemens or the equipment manufacturer for repair work. The base period runs approximately February 1, 2027 through January 31, 2028, with four one-year options through January 31, 2032. The government will award a firm-fixed-price purchase order on a best-value basis, considering technical capability, prior experience, past performance (via CPARS), and price. Pricing uses separate contract line items for each service type across the base year and option years, and the contractor furnishes all labor, supervision, equipment, transportation, tools, and materials. The PSC is H912.
