The procurement carries no set-aside and is 100% unrestricted full and open competition with HUBZone price evaluation preference under NAICS 237990 (size standard $37,000,000).
Place of performance is Sea Bright, New Jersey. The base contract requires placement of approximately 595,000 cubic yards of beachfill, with multiple options totaling up to 791,000 cubic yards. Construction cost is estimated between $25,000,000 and $100,000,000. The contractor must mobilize within 5 calendar days of Notice to Proceed and complete base work within 250 calendar days; Amendment 0002 reduced the base contract duration to 115 days from NTP. All work must be completed and equipment removed by March 15 unless otherwise approved.
The contractor must supply endangered species observers year-round aboard hopper dredges to monitor sea turtles, Atlantic sturgeon, and whales at 100% coverage, with separate private quarters and officer-standard meals provided at no separate payment. Dredge intake screening devices must prevent passage of materials greater than 1.25 inches; discharge screening must retain items 0.75 inches or larger. A qualified Munitions and Explosives of Concern Safety Specialist must oversee compliance in a designated World War I munitions dumping site, with UXO Technicians (minimum two, one at Technician III level) required for 24-hour, 7-days-per-week support during operations. The contractor must protect Seabeach Amaranth by encircling live plants with symbolic fencing and a 3-meter buffer, transplanting plants likely destroyed, and scraping top 6–8 inches of sand in high-density areas to preserve seedbank. Piping Plover protection requires a qualified monitor with at least 40 hours field experience and graduated buffer zones (300 to 1,000 meters depending on date) if plovers are observed after March 1.
The Quality Control Manager must hold a Bachelor's degree in engineering or construction management, current New York professional engineer registration, minimum 10 years construction experience including 4 years as QC Manager, and must complete Construction Quality Management course certification within 90 days of award. A Contractor Quality Control Plan is required within 30 days of NTP. A Project Labor Agreement per Executive Order 14063 must be submitted by the apparent successful offeror before award. Performance and payment bonds are required within 10 calendar days of award; bid guarantee is 20% of bid price or $3,000,000, whichever is less. Liquidated damages are $2,974.00 per day (first tier) and $744.00 per day (second tier) for delays. Bid validity is 60 calendar days. Amendment 0005 (August 24) extended the bid opening from August 25 to August 27 and revised the magnitude range from $50–100 million to $25–100 million. Amendments 0001 through 0004 added FAR clauses, clarified work schedules, extended design plan sets, and provided updated borrow area survey data and coordinates.
