About this file
This document is Section 01 14 00 (Work Restrictions) from the FY26 Sea Bright to Manasquan Renourishment project specification, effective Amendment 0002 dated 08/06/26.
The contractor must submit a List of Contact Personnel for preconstruction approval by the Government. Contractor personnel must comply with all Activity regulations including safety, fire, traffic, and security requirements, wear appropriate PPE in designated areas, and maintain a current list of contact information for the contractor and all subcontractors for emergency purposes. Smoking is prohibited throughout the project site except in designated areas identified by the Contracting Officer. Dredging and beachfill operations are permitted 24 hours daily, including Sundays and Government holidays, contingent upon local government approval for compliance with ordinances. Beachfill placement must proceed continuously along the shoreline moving generally South to North starting in Monmouth Beach, with maximum 1,000-foot-wide beach work zone/closure areas at any one time. The contractor may pump fill material in both directions from the landed pipeline, prioritizing southward placement first, then northward. Beach access for each community must be maintained at all times outside active work zones.
Environmental restrictions require compliance with the Migratory Bird Treaty Act of 1918 and the Migratory Bird Conservation Act of 1929. Work beyond March 1 must be avoided and requires an approved bird monitor if necessary. No work may occur within nesting areas between March 15 and August 31, with all work and equipment required to be completed and removed from the beach by March 15 of any year unless otherwise approved. Nesting areas are defined as those occupied by plovers demonstrating breeding behavior within the past three breeding seasons. If work cannot be completed by March 15 in non-nesting areas, the contractor must submit written approval requests at least 30 days prior. No work may be performed during Government holidays without prior written Contracting Officer approval, and this exclusionary period is not considered in computing the time allowed for contract performance.
