This is Amendment 0002 to Solicitation W912DS26BA024 issued by the U.S. Army Corps of Engineers (USACE) for the Seabright to Manasquan, New Jersey FY 26 Renourishment project. The amendment was effective August 17, 2026, with bid opening scheduled for August 25, 2026 at 2:00 P.M. EST. The deadline for Requests for Information (RFIs) is August 19, 2026 at 12:00 P.M. EST. Bidders must acknowledge receipt of this amendment by the bid opening date or risk rejection of their offer.
The amendment revises the project schedule, reducing the base contract duration from 250 days to 115 days from Notice to Proceed (NTP). Seven specification sections have been revised and reissued, including general requirements, quality control requirements, mobilization/demobilization, work hours exclusions, monitoring and protection specifications, and contract administration sections. A new specification section (01 57 19 Appendix) was added addressing U.S. Army Corps of Engineers Monitoring and Protection of Seabeach Amaranth and Piping Plover for the Atlantic Coast of New Jersey from Sandy Hook to Barnegat Inlet. The amendment includes 13 bidder questions and government responses addressing contract duration, personnel qualifications, mobilization equipment and construction (MEC) costs, construction camera system placement, biobased product content, FAR clause inclusions, contract magnitude estimates, work commencement timing, environmental windows, 24/7 work authorization, and survey data provision. The contract involves dredging and beachfill work with options that extend the performance period if exercised, all subject to environmental restrictions during specified nesting periods.

BIDDER'S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the bidders "For Information Only" and do not revise the solicitation, plans or specifications.)
Question 1: Section 00 72 00 Commencement, Prosecution and Completion of Work on page 32 of 81 in the solicitation states the Contractor will have 250 days from NTP to complete the work.
However, note 7 on page 6 of 81 in the solicitation states that it is in detail of adding additional days to the contract duration if the options are awarded. This note also states that all work shall be complete prior to the March 2027 environmental window.
a) Please clarify how additional time will be added to the contract duration, keeping in mind that the 250-day work window from March 15th, 2027, started on July 8th, 2026.
b) Please clarify how many days will be allowed to complete the base work as well as the additional time allowed for the option work if awarded, in an effort of completing all work prior to the March 2027 environmental window
Response 1: The sections have been revised and reissued in the Amendment 0002; 250 days was revised to 115 days. If options are exercised, the additional time that will be added per option is in note 7 in Section 00 20 00. Refer to the Environmental Monitoring Plan added to specifications in Amendment 0002 for scheduling a placement plan based on nesting and non-nesting areas of the contract.
Question 2: Section 1.6.2.2 Qualifications on page 490 of 651 in the contract specifications require the QC Manager to have a Professional Engineer registration in the State of NY.
a) Due to the nature of this work, dredging and beachfill, the Contractor is requesting this requirement be removed, or at least allow a registration from a different state.
Response 2: The mentioned sections have been revised and reissued in Amendment 0002
Question 3: Section 00 10 00 Solicitation Contract Line-Item Number Schedule does not have a CLIN for MEC support.
a) The Contractor is requesting the Government add a CLIN for MEC support on the beach.
Response 3: The mentioned sections have not been revised and reissued in Amendment 0002.
Contractors shall include the MEC costs as part of their unit price for the current Hydraulic Beachfill CLIN's, shown in the Bid Schedule.
Question 4: Section 01 32 34.00 18 Construction Camera System on page 363 of 651 in the contract specifications reviews the requirement for a webcam system. It does not go into detail as to where the camera should be placed or how often it should be moved as the beachfill progresses.
a) The Contractor is requesting this requirement be removed from the specifications.
b) If not removed please provide details as to where the camera should be placed and when the movements should take place as the beachfill progresses.
Response 4: The mentioned sections and plans have not been revised and reissued in Amendment 0002. Contractors should expect to coordinate with USACE personnel for camera locations. Will be limited to project staging areas and project work sites.
Question 5: Upon careful review, the Contract does not set forth any minimum biobased content percentage for any product within any Biobased Product Category. Because the contract will not involve the use of biobased products in USDA-designated product categories at https://www.
biopreferred.gov or 7 CFR part 3201, we respectfully request that you remove FAR 52.223-2 from this Contract.
Response 5: The mentioned sections have been revised and reissued in Amendment 0002.
Question 6: Please confirm FAR 52.233-1 Disputes is included in this contract and, if so, please modify the contract documents
Response 6: The mentioned sections have been revised and reissued in Amendment 0001.
Question 7: Pursuant to 49.502 (b)(1)(i), FAR 52.249-2 Termination for Convenience of the Government (Fixed-Price), should be included when a fixed-price contract is contemplated and the contract amount is expected to exceed the simplified acquisition threshold. Please confirm and modify the contract documents to provide that FAR 52.249-2 Termination for Convenience of the Government (Fixed-Price) is included in this contract.
Response 7: The mentioned sections have been revised and reissued in Amendment 0001.
Question 8: Please confirm the estimated magnitude of construction. Form 1442 of the solicitation states it is between $50,000,000 and $100,000,000 but section 01 11 00, Summary of Work, in the specifications states it is between $25,000,000 and $100,000,000.
Response 8: Form 1442 will be updated. The mentioned sections have not been revised and reissued in Amendment 0002. The contractor uses the specification language.
Question 9: Please confirm when the contractor is required to begin work. Form 1442 of the solicitation states it is within 5 days of NTP but section 01 11 00, Summary of Work, in the specifications states it is within 10 days of NTP.
Response 9: The mentioned sections have been revised and reissued in Amendment 0002.
Question 10: Please confirm that all work and not just Option 3 are required to be completed by the March environmental window as note 7 appears to be written as this only applies to Item Number 0007, Option 3 Long Branch.
Response 10: The mentioned sections have been revised and reissued in Amendment 0002.
Question 11: Please confirm that work is allowed to be performed 24/7. Section 01 14 00, 1.2.5 Exclusionary Period states, "No work may be performed during the Government holidays, without prior written approval of the Contracting Officer. This period has not been considered in computing the time allowed for the performance of this contract."
Response 11: The mentioned sections have been revised and reissued in Amendment 0002.
Question 12: Please provide the most recent borrow area survey data.
Response 12: The contractor will be provided with the most recent survey data.
Question 13: Please confirm that the contractor gets 250 days for the base work and 359 days if all options are awarded to complete the contract. The contractor is just not allowed to work from March 15th to August 31st.
Response 13: Sections 00 72 00, 00 20 00, and 01 11 00 have been revised and reissued.
Review environmental monitoring plan issued in Amendment 0002 for timing restrictions of nesting and non-nesting areas.
