SECTION 01 14 00 – WORK RESTRICTIONS SUMMARY
This is a Work Restrictions section from the FY26 Sea Bright to Manasquan Renourishment contract specification (Amendment 0003, dated 08/13/26). The document establishes operational and environmental requirements for beach renourishment dredging and fill placement activities in New Jersey.
Contractors must submit preconstruction documentation including a list of contact personnel for the contractor and all subcontractors, with addresses and telephone numbers for emergency purposes. Government approval is required for submittals classified as "G" or "S," while other submittals are for information only. Contractor personnel must comply with all activity regulations including safety, fire, traffic, and security protocols, wear appropriate personal protective equipment in designated areas, and clearly identify all equipment with company names. Dredging operations are permitted 24 hours daily, including Sundays and government holidays, subject to local government approval for compliance with local ordinances. Beachfill placement must proceed continuously along the shoreline from south to north, beginning in Monmouth Beach or as directed by the Contracting Officer, in maximum 1,000-foot-wide work zones. Multiple closure areas require Contracting Officer Representative (COR) discretion and local community coordination, with beach access maintained except within active work zones. Environmental restrictions mandate compliance with the Migratory Bird Treaty Act of 1918 and the Migratory Bird Conservation Act of 1929. Work must be completed and all equipment removed by March 15 annually, and no work may occur within nesting areas between March 15 and August 31. Work beyond March 1 requires an approved bird monitor. Contractors unable to complete work by March 15 in non-nesting areas must submit written approval requests at least 30 days in advance.
