About this opportunity

The Indian Health Service seeks construction services for laboratory and pharmacy casework improvements at the Santa Fe Indian Health Center and Taos-Picuris Indian Health Center in New Mexico, with proposals due July 30, 2026 at 1:00 PM PT. This is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside, restricting competition to firms meeting IEE eligibility requirements under the Buy Indian Act.

Place of performance is Santa Fe, New Mexico (Santa Fe County) and Taos, New Mexico (Taos County), encompassing three operational areas: the Santa Fe Indian Health Center Laboratory, and the Taos-Picuris Indian Health Center Laboratory and Pharmacy. Work includes demolition and replacement of deteriorated casework, countertops, flooring, plumbing fixtures, and electrical systems to restore safe, cleanable, and code-compliant conditions while maintaining existing facility footprints. The Santa Fe Laboratory requires asbestos abatement of flooring materials and mastic per a 2007 inspection report; asbestos contamination was identified only in pipe gaskets at Taos. The Taos Laboratory requires installation of a ductless mini-split HVAC system and site readiness for a new Roche cobas c 303 analyzer, including dedicated electrical service and floor drain verification. All work must comply with IHS, OEHE, FGI, AAAHC, CLIA, COLA, OSHA, and local authority standards.

The NAICS code is 236220, Commercial and Institutional Building Construction, with a $45 million size standard. The anticipated construction magnitude is between $500,000 and $1,000,000. The contract is firm fixed price with a mandatory 180-calendar-day performance period commencing within 10 calendar days of Notice to Proceed. A mandatory site visit was held July 8, 2026 at both locations. Evaluation uses Lowest Price Technically Acceptable (LPTA) source selection methodology, weighting specialized experience and past performance (technical factors) against price. Offerors must demonstrate a minimum of three to five relevant projects completed or at least 75% complete within the past six years, with at least one project in a remote healthcare facility location. Contractors must be registered in SAM and submit Indian Economic Enterprise Representation certification. Performance and payment bonds are required within 10 calendar days of award. Construction wage rates apply per Department of Labor determinations for Santa Fe and Taos counties. The most recent amendment (A0006, issued July 21) closes the question submission period and provides 30 Q&A responses addressing technical clarifications on flooring, casework, HVAC, asbestos abatement, and Infection Control Risk Assessment requirements. Five amendments have been issued since the original solicitation date of June 17.

For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last five (5) years is less than $45 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.

It is the responsibility of the contractor to check https://sam.gov/ frequently for any amendments or changes to the solicitation.  Hard copy documents will NOT be available – all documents for proposal purposes will be posted at the website for download by interested parties.

NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award.  Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov.  Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
