About this file

This is Amendment A0005 to Solicitation 75H70126R00031, issued by the Indian Health Service (IHS) - DES Seattle on July 17, 2026, with an effective date of July 17, 2026. The amendment's purpose is to provide a Questions and Answers (Q&A) sheet as of the effective date, with all other terms and conditions of the solicitation remaining unchanged. The contracting officer is Jong Kim.

The Q&A sheet documents 25 technical questions submitted between July 10 and July 15, 2026, regarding laboratory and pharmacy renovation work at multiple IHS facilities (Santa Fe Laboratory, Taos Lab and Pharmacy). Key topics addressed include flooring material matching and installation specifications, casework color selection and configuration, under-cabinet lighting requirements, electrical and mechanical (HVAC) adjustments, plumbing utility modifications, equipment relocation responsibilities, temporary eyewash station options during construction, facility operational continuity requirements, asbestos abatement scope, drywall repair and finishing standards, and Infection Control Risk Assessment (ICRA) implementation throughout the project duration. Questions 8 and 9 are marked as pending response. The responses consistently emphasize contractor responsibility for field verification of existing conditions, Government review and approval of submittals, coordination during preconstruction planning, and compliance with infection control and healthcare facility standards. All other responses were provided by July 14-15, 2026 by the IHS Project Manager.

Drywall repair: In the field we were told that the drywall wall will be patched, sanded and texture with like finish and prime to receive paint. It was understood that the piant was to be completed by IHS staff after primer was applied by contractor. Is this the case?

Also if the floor tile does not match at the island and base cabinet locations where the flooring is to be patched is IHS open to having base cabinet trim work to hide the lack of color match at floor location?

07/15/2026

The contractor shall restore all wall surfaces disturbed by the work, including patching, sanding, matching the existing texture, priming, and final painting to match adjacent finishes unless otherwise directed by the Government. Flooring repairs shall be performed in accordance with the contract requirements. At the job site visit in Santa Fe there were some gas connectors located in the wall and some protruding through the cabinetry backsplash. Do these remain or do we need to cap them off if we cap them off? What type of gases are these connection feeds?

Also, the scope of work require requires that we use ICRA is this just during the abatement phase or do you want Ira in place for the entire entirety of the project abatement and construction?

07/17/2026

The existing utility connections referenced in the question are no longer required for the completed laboratory configuration and shall be permanently capped and abandoned in accordance with applicable codes and utility requirements. The contractor shall field verify the utility type and coordinate the work with the Government prior to performing any utility modifications.

The contractor shall implement and maintain Infection Control Risk Assessment (ICRA) measures for all construction activities that have the potential to impact the occupied healthcare environment. The ICRA requirements are not limited to asbestos abatement and shall remain in effect throughout demolition, construction, and project closeout activities, as applicable to the work being performed. The contractor shall comply with the approved ICRA and Pre-Construction Risk Assessment (PCRA) requirements for the duration of the project.
