About this file
This is Amendment A0006 to Solicitation 75H70126R00031, issued by the Indian Health Service (IHS) - DES Seattle on July 21, 2026, with an effective date of July 21, 2026. The amendment provides a complete Questions and Answers (Q&A) sheet as of that date and closes the question submission period, stating that the Government will not accept any further questions or inquiries concerning this RFP.
The Q&A sheet contains 30 numbered questions and responses, primarily technical in nature, addressing project scope clarifications for laboratory and pharmacy renovation work at two IHS locations: Santa Fe Laboratory and Taos Lab and Pharmacy. Key technical issues addressed include flooring specifications and matching requirements, casework color options, HVAC system adjustments, plumbing and electrical coordination, asbestos abatement procedures, temporary eyewash station considerations during construction, equipment relocation responsibilities, utility connection abandonment, and Infection Control Risk Assessment (ICRA) requirements throughout the construction period. Administrative questions address proposal volume organization, page limits, and solicitation document availability. Notable clarifications include confirmation that flooring shall be installed with integral coved bases, replacement casework will be incorporated into the laboratory configuration to accommodate new analyzers, facilities will remain operational during construction with phasing coordinated to minimize disruption, and under-cabinet lighting shall be removed and reinstalled or replaced as required. The amendment confirms that all other terms and conditions of the solicitation remain unchanged.

Taos Lab and Pharmacy - We believe, due to the location of the Taos Lab and Pharmacy within the building, that the best location of the condensor(s) is on the roof. I found out that the roof was recently replaced. Can you provide the contact information of the roofer so we do not void the warranty for the roof with penetrations?
07/20/2026
The Government's preferred location for the outdoor condensing unit(s) is at grade on a ground-mounted equipment pad adjacent to the building. The contractor shall field verify the final location and routing of refrigerant lines, electrical, and condensate in accordance with the contract documents, manufacturer's requirements, and applicable codes. Roof-mounted installation is not the Government's preferred approach and is not anticipated under this project. Accordingly, no roofing penetrations are anticipated, and the Government will not provide roofing contractor contact information. If the contractor identifies a condition that necessitates an alternate installation approach, it shall be submitted to the Government for review and approval prior to implementation.

Drywall repair: In the field we were told that the drywall wall will be patched, sanded and texture with like finish and prime to receive paint. It was understood that the piant was to be completed by IHS staff after primer was applied by contractor. Is this the case?

The contractor shall restore all wall surfaces disturbed by the work, including patching, sanding, matching the existing texture, priming, and final painting to match adjacent finishes unless otherwise directed by the Government. Flooring repairs shall be performed in accordance with the contract requirements. At the job site visit in Santa Fe there were some gas connectors located in the wall and some protruding through the cabinetry backsplash. Do these remain or do we need to cap them off if we cap them off? What type of gases are these connection feeds?

The contractor shall field verify the utility type and coordinate the work with the Government prior to performing any utility modifications.

The ICRA requirements are not limited to asbestos abatement and shall remain in effect throughout demolition, construction, and project closeout activities, as applicable to the work being performed. The contractor shall comply with the approved ICRA and Pre-Construction Risk Assessment (PCRA) requirements for the duration of the project.
