About this opportunity
The Air Force Reserve Command seeks a fixed-price Indefinite Delivery/Indefinite Quantity contractor to provide maintenance, repair, and minor and new construction services at Westover Air Reserve Base, with proposals due August 12 at 2:00 PM EDT. This is a competitive 8(a) set-aside restricted to SBA-certified firms with a bona fide office in Connecticut, Massachusetts, New Hampshire, Rhode Island, Syracuse NY, or Vermont.
Place of performance is Chicopee, Massachusetts. The contract guarantees a minimum of $20,000 and carries an estimated maximum value of $7.5 million across the base year plus four option years. Individual task orders range from $10,000 to $750,000, with most anticipated between $10,000 and $300,000. The seed project, guaranteed as the first task order, is Repair ATCALS Building 5505, valued at $200,000 to $300,000, requiring 35% Schematic Design and comprehensive renovation including roofing, mechanical systems, electrical work, and asbestos abatement. The NAICS code is 236220, Commercial and Institutional Building Construction; the PSC is Z2JZ.
Offerors must demonstrate multi-trade commercial and institutional building construction experience with a minimum project value of $250,000 on three to ten projects completed in the past five years. Evaluation employs tradeoff source selection: Volume II (Technical) is graded Acceptable/Unacceptable on three equal-weight subfactors (Organizational Structure and Team Qualifications, Initial Task Order Project, Surge Plan), with any Unacceptable rating eliminating the proposal. Volume III (Company Experience) is rated for confidence and weighted significantly higher than Volume IV (Price). The Program Manager must hold a Professional Engineer or Registered Architect license with five years' experience; project managers must have five years' experience. All pricing uses coefficient pricing applied to RSMeans Facilities Construction bare costs adjusted by the Springfield, Massachusetts City Cost Index.
Proposals require four volumes: Completed RFP, Technical Proposal (15 pages for qualifications, no limit for task order project, 5 pages for surge plan), Company Experience (10 pages), and Price Proposal (15 pages). A mandatory site visit is scheduled for July 9 at 1:00 PM EDT; registration closes July 6. Questions are due July 16. Solicitation Amendment FA660626R00080002, effective August 5, extended the proposal deadline from July 30 to August 12. Contractors must register in SAM.gov, furnish performance and payment bonds within five days of award, and begin work within ten calendar days of award with 365-calendar-day completion target. Prevailing wage applies; Massachusetts wage determinations for building and highway construction are attached.
