In accordance with RFO 52.215-1, Instructions to Offerors- Competitive Acquisition, offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitations by the time specified in the solicitation. NO proposals will be accepted after the deadline as specified in this solicitation.

2. Facsimile and electronic submittals of proposals are NOT permitted. Mailed and hand delivery of proposals are accepted and shall be sent to the address below:

439 CONF/PKB

3. In accordance with RFO 9.103, the apparent prospective offeror will be requested by the Government, prior to award, to submit documentation to establish its responsibility. The Supplier Performance Risk System (SPRS) will be used as part of the responsibility determination, to include Supplier Risk data (for all contracts above $2K) and NIST SP 800-171 (if CUI is applicable to this acquisition). mailto:ewa.gosselin@us.af.mil mailto:amy.dumais@us.af.mil

5. The Government intends to award one task order to your acquisition contract as a result of this solicitation. A decision on the technical acceptability of each offeror's proposal will be made. For those offerors who are determined to be technically acceptable, tradeoffs may be made between company experience and price with company experience considered significantly more important than price. This may result in an award to a higher rated, higher priced offeror where the decision is compliant with the evaluation factors and the Source Selection Authority (SSA) reasonably determines that the superior past and present company experience of the higher priced offeror outweighs the price difference. The SSA will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the solicitation (described below). While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the entire process

6. The contracting officer has determined there is a high probability of adequate price competition in this acquisition per RFO 15.403-2(b)(1). Therefore, certified cost or pricing data is not required. However, the offeror is required to submit data other than certified cost or pricing data as specified in this section: Instructions to Offerors, PART II-Price Proposal, to determine price reasonableness in accordance with RFO 15.404-1. If at any time during this competition, the contracting officer determines that adequate price competition no longer exists or that price reasonableness cannot be determined, offerors may be required to submit certified cost or pricing data or additional data other than certified cost or pricing data, as appropriate, for the contracting officer to determine price reasonableness.

7. JOINT VENTURE OFFERORS: If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the joint venture agreement.

The agreement shall include information that identifies the responsibilities for each entity under the subsequent contract. The agreement shall demonstrate the relationship between the firms and identify contractual relationships and authorities to bind each entity of the joint venture. NO CORRECTIONS AND/ORCHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF

PROPOSAL.

8. In compliance with RFO 4.309 Storage, handling and contract files, Source Selection materials will be securely maintained by the Government at Westover Air Reserve Base Contracting Office at 250 Airlift Drive, Westover ARB, MA 01022. Any hard copy documents produced will be physically secured. At the conclusion of the source selection the hardcopy files will be shredded, and the electronic documents will be securely maintained as part of the electronic contract file. Correspondence (i.e. email) will be archived with the electronic file or permanently deleted, if no longer required.

9. Debriefings: The CO will promptly notify offerors of any decision to exclude them from the competitive range IAW RFO 15.206-1; whereupon they may request and receive a debriefing in accordance with RFO 15.206-2.
