About this file
This is a Request for Information (RFI) Report documenting contractor inquiries and government responses for SABER IDIQ Task Order FA660626R0008 at Westover Air Reserve Base, dated July 16, 2026.
The RFI addresses seven contractor questions regarding design requirements, existing building conditions, system integration, and contractor responsibilities. Key clarifications include: (1) the contractor must develop a 35% design submittal package with comprehensive multi-discipline design analysis, preliminary drawings, and technical specifications based on the Task Order Statement of Objective; (2) the existing roof deck is sloped, eliminating the need for tapered roof insulation with the specified 60-mil TPO roof and 6-inch insulation; (3) the existing lightning protection system must be removed, reinstalled, and re-certified upon completion; (4) new mini-split HVAC units will not tie into an existing Building Automation System; (5) the contractor must source and provide controls to interconnect generator start/stop operation to louver actuators; (6) the contractor assumes full responsibility for all asbestos abatement, air monitoring, testing, disposal, and final clearance; and (7) no cost or schedule impact was identified for these responses. The document indicates this RFI does not authorize additional work and requires contractors to follow contract change procedures if viewing responses as changed conditions.

#1. The scope of work, section 2, states incidental design, under section 4 it states a full statement of work and construction documents consisting of a design analysis, 35% design drawings with technical specifications, section 6 states minimal design. Please advise to what level is required for the design portion.
WARB RESPONSE #1: The contractor must use the Task Order Statement of Objective (SOO) to formulate their detailed Statement of Work (SOW) alongside a 35% design submittal package establishing the project's technical direction, scale, and material parameters. This should demonstrate a thorough understanding of the project requirements. It must include a comprehensive multi-discipline Design Analysis (covering civil, structural, HVAC, plumbing, and electrical calculations, as applicable), 35% preliminary drawings (floor plans, elevations, utilities, and demolition vs. new work distinctions, as applicable), supporting technical specifications, and initial product material submittals to verify proposed sizes, capacities, and materials.
#2. The existing roof is pitched to the rear of the building where the gutter is located. Do we know if the existing roof deck its self is pitched or is the roof insulation tapered?
WARB RESPONSE #2: The roof deck itself is sloped.
#3. The SOW calls for the existing lightning protection system to be removed and reinstalled once the new roof system is installed. Please advise a re-certification of the existing system is required once reinstalled?
WARB RESPONSE #3: It will have to be re-certified once installed.
#4. Will the new mini splits be tied into an existing BAS System?
WARB RESPONSE #4: No
#5. Who is the Control contractor for the Generator/intake louver controls?
WARB RESPONSE #5: We do not have one. The contractor/bidder will need to provide a source to interconnect the generator start/stop operation to an actuator for the louvers.
#6. Will the Government provide asbestos abatement under a separate contract, or shall the Contractor include all required asbestos abatement, air monitoring, testing, disposal, and final clearance within this Task Order?
WARB RESPONSE #6: The contractor/bidder is responsible for all work associated with asbestos abatement within this task order.
#7. Roof insulation (tapered or uniform) – The SOO specifies a 60-mil TPO roof with 6-inch insulation but does not state whether the insulation is tapered or flat.
WARB RESPONSE #7: As the roof deck is sloped, the insulation is not required to be tapered.
