This document is a Request for Proposal (RFP) for a Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with firm-fixed price task orders. The U.S. Air Force (FA6606, Westover Air Reserve Base, Massachusetts) is seeking an 8(a) small business set-aside contractor certified with the Small Business Administration to provide comprehensive maintenance, repair, and minor/new construction services at Westover Air Reserve Base. The NAICS code is 236220 with a size standard of $45.0 million in annual receipts. The guaranteed minimum contract value is $20,000, with an estimated maximum of $7,500,000 across the base year and four option years. Individual task orders are anticipated to range from $10,000 to $750,000, with most projects estimated between $10,000 and $300,000.

Key administrative requirements include: proposals are due by Thursday, July 30, 2026, at 2:00 PM EDT via mail or hand delivery only; a mandatory site visit for the seed project (Repair ATCALS B5505, valued at $200,000-$300,000) is scheduled for July 9, 2026; contractor must furnish performance and payment bonds within five days of award; and the contractor must begin performance within 10 calendar days of award and complete work within 365 calendar days. The contractor must be certified in SAM.gov at proposal submission. The Government will award the seed project as the first task order under the resulting SABER contract. Payment will be made monthly as work proceeds under fixed-price construction contract terms, with the Government retaining up to 10 percent pending satisfactory progress. Evaluation will use the tradeoff approach to source selection, with detailed evaluation factors referenced in Section M.
